- The National Institute of Allergy and Infectious Diseases (NIAID), Division of Research (DIR), Research Technologies Branch (RTB), Research Technologies Section (RTS), Genomics Unit (GU) intends to negotiate on an other than full and open competition basis with Pacific Biosciences of California, Inc., 1305 O'Brien Drive, Menlo Park, California 94025 to procure a Sequel System - #100-426-900, UPS 208V/5000VA/50-60Hz UL (Sequel) - #100-609-000, On-Site Training (3 Days) - #100-125-100, and Sequel Consumables Starter Kit 2.0 - #101-125-100. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Hamilton, MT 59840 approximately 120 days after receipt of award. The various labs of researchers are looking to add a Sequel Sequencing System to increase their capability to do de novo genome assembly of novel pathogens. The system is the only known sequencer to process Single Molecule, Real-Time (SMRT) Sequencing technology which will add depth and clarity to sequencing results through long reads, the highest consensus accuracy, uniform coverage, and simultaneous epigenetic detection. The system must have the following key features: 1) Single-molecule sequencing of native DNA (without PCR amplification), 2) Extremely long average read lengths of 8,000 to 12,000 bases with the longest reads exceeding 40,000 bases, 3) Unique kinetic information provides insight to base modifications such as DNA methylation using proprietary algorithms, 4) Circularized sequencing templates allow for multiple sequence reads of a single molecule, increasing the accuracy of sequence information for each molecule, 5) High-quality assembly of high- or low-GC content organisms or regions, including highly repetitive regions, 6) Software pipelines specifically for analyzing long-read data provide accurate primary and secondary analysis, and 7) Sequencing time per SMRT Cell is adjustable per application needs, typically ranging from 30 minutes to 6 hours. Equipment can only be provided by Pacific Biosciences of California, Inc. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
