- Information Only-Pre-Solicitation Notice: The Central Texas Veterans Health Care System (CTVHCS), Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract to install a new Public Announcement Mass Notification System, Project Number: 674A4-17-0083, located at the Veterans Affairs Medical Center, 4800 Memorial Drive, Waco, Texas 76711. The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation. This requirement is a competitive offer, Set Aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). The applicable NAICS code is 238210, $15 Mil. The magnitude of the construction estimate range: $100,000.00 to $250,000.00. All work shall consist of, but not limited to: The Contractor shall provide all labor, material, equipment and supervision to perform the following project work: Provide and Install a new Campus Wide PA / Mass notification communications network system installed in the following Buildings #2, #4, #7, #10, #11, #91 and #94 that has the capability to be divided into sub-zones and subsections of the sub-zones. The PA system needs to easily expand and be reconfigurable. Ability to schedule and provide installation in such a manner that will not impede patient care. Computer-Aided design (CAD) or Building Information Modeling (BIM) drawings of the completed installation, that shows where all cables and devices are installed. Provide training for programming the system, troubleshooting the system, and repairing the system (inclusive of documentation, i.e. handbooks). Minimum one year warranty with a 4-hour response time. Contractor shall use the existing Fiber Optic Network Cable, which is already installed on the campus between the buildings. Contractor shall follow the National Fire Protection Act (NFPA) guidelines (as applicable). The entire project is to be completed within 180 days from issuance of the Notice to Proceed (NTP).
