Description
UPDATED SOL This 1st modification of W91YTZ-17-R-0088 Combined Synopsis/Solicitation for Courier Service between 3 community based clinics and the Department of Pathology at Womack Army Medical Center (WAMC). This modification addresses questions with respect to the solicitation that were submitted in writing to Ms. Mary Martin at mary.a.mitchellmartin.civ@mail.mil by 2:00 PM. EST 15 August 2017. Question # 1) who is the current incumbent contractor for this project? Answer: S.O.B.' TRIPLE POINT, INC. Question # 2) What is the current contract number? Answer: W91YTZ-13-D-0018 Question # 3) We are interested in the Courier Solicitation and would like to know if this is a new contract or is there an existing carrier in place. If this is an existing contract please provide me the last years pricing on this contract and the contractors name. Answer: S.O.B.' TRIPLE POINT, INC.; Total contract price for 5 years was $255,862.15. Question # 4) Are there any changes from the current scope of work? Answer: No notable changes. Question # 5) What was the cost of the final full option year of the previous contract? Answer: Total contract price for 5 years was $255,862.15. Question # 6) How many drivers/vehicles are currently used to service the current contract? Answer: Refer to PWS Item 6 for number of container and sizes. Vehicle must be insured and capable of carrying 2 to 3 containers in a safe manner. Question # 7) What are the vehicle sizes required? Answer: Refer to PWS Item 6 for container sizes and number of containers and sizes. Vehicle must be insured and capable of carrying 2 to 3 containers in a safe manner. Question # 8) Will this contract be SCA enforced? After reviewing the solicitation on FBO, it contains language and dollar values regarding the Service Contract Act. This solicitation stipulates $12.90 minimum wage for courier drivers, $4.27 minimum H&W, Sick Time/Vacation. Do you verify now that those are the minimum required rates to be performed on this contract upon award? Answer: Yes is SCA enforced. WAGE DETERMINATION (WD) 15-4377 (Rev.-1) is in effect unless a revised WD is issued prior to award date. If a new WD is issued prior to award it will be in effect for the contract. Question # 9) A new SBA Final Rule regarding FAR Clause 52.219-14 Limitations on Subcontracting, dated June 30, 2016, reclassifies Independent Contractor drivers as Subcontractors - 13 CFR 125.6 "Work performed by an independent contractor shall be considered a subcontract." Please inform us how the AFB would like us to proceed upon award regarding this rule change given that it will affect our offer regarding pricing and performance. Per either of the rules, current or previous, Crosstown employee or independent contractor drivers, as appropriate, will perform a minimum of 51% of the contract cost (almost always 100% excepting emergency backup). In the case of the new rule being enforced, we would like to note that Independent Contractor driver usage is widespread across the industry, and it is likely that many companies will wrongfully use IC drivers for the entirety of contract performance. Answer: Wage determination / Service Contract Labor Standards are applicable. 52.219-14 is applicable due to this being set aside for small business. Please price accordingly. Question # 10) where can we find the current contract information? They both occur 2x a day. You state that a unit = 1 trip. Therefore, the number trips should be equal, despite the fact that one unit has 2 pick-ups and the other unit has 1 pick-up. Is this statement correct? Answer: Yes you are correct and the solicitation will be modified to reflect the change from 520 to 260 trips for Line Item Number 0001, 1001, 2001, 3001 and 4001.
