Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE 1. Solicitation Number: HHS-NIH-NIDA-SSSA-SS-2017-732 2. Title: Chemical library of small molecule compounds for the Division of Preclinical Innovation 3. Classification Code: 68 - Chemicals 4. NAICS Code: 424690 5. Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), whose mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. Screening is often the starting point in development and a wealth of knowledge is obtained from screening a diverse collection. It provides the starting point of all information for medicinal chemistry's structure-activity relationship (SAR) design to synthesize novel compounds that have more desirable properties. A diverse and novel screening collection provides the backbone of our operation and is imperative for translational sciences to obtain effective small molecules with on-target effects. Small molecules have been designed around analysis of available chemical and biological information, identification of key pathways modules/targets, computational and "wet biology" assessment of target druggability and potential binding domains and designed with Lipinski's "Rule of five" as well as Veber criteria compliance and dissimilarity evaluation have been applied. A chemical library of small molecules is required to screen against a variety of targets and assist with bioinformatics analysis. Purpose and Objectives: NCATS is in need of 8000 small molecules compounds for the Division of Preclinical Innovation (DPI) Genesis screening library. Adding diversity to chemical library is imperative to ensuring a variety of targets are screened against the existing library. Project requirements: Contractor must provide the NCATS DPI with a chemical library of small molecule that meet the following requirements: • Contractor must be able to provide 8000 compounds at 8 micromol, delivered in 800 uL of dimethyl sulfoxide each at 88 compounds per plate. • Each small molecule must have a purity level of >90% (accuracy +/-5%) that has been confirmed by nuclear magnetic resonance and/or liquid chromatography/mass spectrometry spectra • Chemical library must be designed based on analysis of available chemical and biological information, identification of key pathways modules/targets, computational and "wet biology" assessment of target druggability and potential binding domains and designed with Lipinski's "Rule of five" as well as Veber criteria compliance and dissimilarity evaluation • Contractor must provide the following information to the Government for each small molecule electronically via e-mail: chemical structure or simplified molecular-input line-entry system (SMILES) or equivalent chemical structure information, supplier ID, plate ID, well location, tube ID, concentration in millimolar, and volume in microliters. This information shall be provided by email and reference each individual small molecule compound tube barcode. • Contractor must deliver samples as 8 micromols compound in 800 microliter DMSO solutions in barcoded tubes provided by the Government. • Contractor must provide a Certificate of Analysis and Standard Operating Procedure for each small molecule compound. Anticipated Delivery Date: Contractor shall deliver within 8 weeks after receipt or order. Government shall provide Contractor barcoded tubes with 2 week after receipt of order. Contractor shall deliver all items next day delivery, on dry ice, within 6 weeks after receipt of bar coded tubes. Capability statement /information sought: Contractors that believe they possess the ability to provide the requirement should submit a capabilities statement on their ability to meet each of the project requirements to the Contract Specialist. The Contractor shall directly and specifically state, in the capabilities statement, which project requirements can be meet and/or supplied. The Contractor must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but are not required. The response is limited to two (2) page limit. The 2-page limit does not include the cover page or executive summary. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Michelle Morelli, at e-mail address michelle.morelli@nih.gov. The response must be received on or before August 21, 2017, 1 pm, Eastern Time. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
