- Limited Sole Source Justification The expected acquisition is to be a sole source contract awarded pursuant to the authority of 41 United States Code (U.S.C.) 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. To ensure ARCYBER is able to continue its engineering support mission, GSA FEDSIM intends to award a sole source to receive threat mitigation support for its cyberspace operations requirements, GSA FEDSIM intends to award a 12-month sole source CPFF (Term) contract to BAH. Awarding this sole source contract will provide GSA FEDSIM the time required to complete the competitive source selection activities and transition of the ARCYBER cyberspace operations requirements currently supported under GTMP to the competitively awarded contract as well as preserving the ceiling under GTMP to provide support for current and emerging operations CPFF contract for Army Tactical Intelligence Deployment of Enterprise-Scale Systems and Engineering Services. The awarding of a sole source contract is necessary to ensure there is no break in service for the current requirements as ARCYBER re-defines the program and prepares for a competitive acquisition. Awarding this bridge contract will provide GSA FEDSIM time to execute the source selection activities for the recompete with ample transition time after award.
