Solicitation Synopsis HSBS101720098674 Price Sheet Solicitation/Synopsis HSBS101720098674 Combined Solicitation/Synopsis for Parking Permits/Spaces for Government Employees at 423 Canal St., New Orleans, LA 70130 (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Firm fixed price quotes electronic quotes are being requested and a written solicitation will not be issued. (II) The solicitation number is HSBP1017812930. The solicitation is issued as a Request for Quote (RFQ) (III) The requirements will be fulfilled using FAR 12 procedures. The associated North American Classification System (NAICS) Code is 812930-Parking Lots and Garages (IV) DESCRIPTIONS OF REQUIREMENTS TO BE ACQUIRED: 78 Parking Permits/Spaces For Government Employees at 423 Canal St., New Orleans, LA 70130 Department of Homeland Security Customs and Border Protection (CBP) requires parking permits/spaces that will be used by government employees who work at 423 Canal St., New Orleans, LA 70130. CBP has a requirement to provide parking garage access to employees who work on a 24/7 basis.The parking needs to be convenient and safe for employees as well as be able to house vehicles near the employees work location. Due to the mission requirement of the employees who work in the aforementioned address, the parking garage must be located within.25 miles of the building location. The parking garage must have stairwells and elevators available; adequate lighting; and must use surveillance equipment. CBP has a requirement for 78 parking spaces that will be controlled by parking permits for the CBP employees that will be located at the referenced building facility. For the length of this current contract, the permits will be controlled by the designated government Contracting Officers Representative (COR) within the Office of Customs and Border Protection. The COR and the Manager at the Parking Garage will coordinate the logistics for obtaining the passes either monthly or yearly. The following is a brief description of the employees at 423 Canal St., New Orleans, LA 70130 who may obtain/apply for a parking permit. Employees with vehicles whose major responsibilities include the essential operations and management of the CBP facilities; employees who may be required to work longer than usual hours, and employees that are required to be present during building emergencies, regardless of the hour. (V) DELIVERABLES Provide 78 parking spaces that will be controlled by permits for CBP employees/tenants of the above location. Provide designated parking spaces and surveillance. Monitoring of the garage 24/7, for the security of the employees that will be using the parking facility, and the protection of the employees that work longer than usual hours. NOTE: All 78 parking spaces shall be designated with numbers. 36 parking spaces can be on a different level (block) while 42 parking spaces can also be on a different level (block). (VI) PLACE OF PERFORMANCE 423 Canal St., New Orleans, LA 70130 (VII) PERIOD OF PERFORMANCE Base period: September 11, 2017 through September 10, 2018 Option Year One: September 11, 2018 through September 10, 2019 Option Year Two: September 11, 2019 through September 10, 2020 Option Year Three: September 11, 2020 through September 10, 2021 Option Year Four: September 11, 2021 through September 10, 2022 (VIII) SUBMISSION Offerors are required to submit (1) brief capability statement not to exceed 7 pages in an ELECTRONIC FORMAT and address the following Parking Garage Compliance Requirements. 1. Parking Proximity to 423 Canal St., New Orleans, LA. Parking Garage must be located within.25 miles of the building location-423 Canal St., New Orleans, LA 2. Parking Garage must have 78 parking spaces that will be controlled by parking permits for the CBP tenants that will be located at this facility. 3. Parking Garage must have stairwells and elevators available; adequate lighting; and must use surveillance equipment. 4. Monitoring of the garage 24/7, for the security of the employees that will be using the parking facility and the protection of the employees that work longer than usual hours. Catalogs and brochures shall count against the 7 Page Limit. (IX) BASIS FOR AWARD The Government intends to award a contract resulting from this solicitation on a Lowest Price Technically Acceptability basis. Factor 1-Parking Facility Compliance Technical Acceptability Parking Facility Compliance acceptability will be assessed on a go/no-go basis. The factor will be assigned a rating of Pass or Fail. In order to be considered technically acceptable the offeror's proposed parking facility must be compliant with the four requirements listed above under Parking Garage Compliance Requirements. An unacceptable rating (Fail) of any of the four listed requirements under the Parking Garage Compliance Requirements factor makes the entire quote unacceptable. If the technical evaluation results are inconclusive as to the Offeror's Parking Facility capability, CBP reserves the right to reject the quote. NOTE-CBP reserves the right to do a site visit for any proposed parking facility and to consider information gathered in the site visit in making a selection decision. Factor 2-Price Offerors shall complete Solicitation /Synopsis HSBS101720098674 Price Sheet and submit with their Capability Statement Offerors price quotes, as completed on Solicitation /Synopsis HSBS101720098674 Price Sheet, will be evaluated for fair and reasonable pricing. Price evaluation will be limited exclusively to the 12 month base period and 4 twelve month options. Award will be based on the lowest price after Parking Facility Compliance acceptability is established. Options- The Government will evaluate price quotes for award purposes by adding the total price of the base and all options. Evaluation of options shall not obligate the Government to exercise the option(s). NOTE: Offeror's quote shall comprise the Capability Statement described above and the completed Price Sheet The closing date for the receipt of quotes are due no later than 6:00 a.m., August 23, 2011 and shall be submitted electronically to: Joe Ohene at the following email address: Joseph.Ohene@cbp.dhs..gov.
