- Presolicitation Notice THIS IS A SYNOPSIS OF A PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR BIDDERS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING THE SOLICITATION. ISSUE DATE: On or about 24 August 2017 RESPONSE DATE: On or about 23 September 2017 ESTIMATED MAGNITUDE OF CONSTRUCTION: $1,000,000 and $5,000,000 The Seattle District, U.S. Army Corps of Engineers (USACE), Special Projects Branch plans to solicit an Invitation for Bids (IFB) for the award of a firm-fixed-price (FFP) construction contract. This acquisition is a total set-aside to small business concerns under the Service-Disabled Veteran-Owned Small Business (SDVOSB) Program and is therefore open to all qualified SDVOSB small business concerns under the NAICS code of 237110. The description of work to be performed under the resulting contract is as follows: The contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract specifications, statement of work, and drawings to provide repair and replacement of water lines and associated appurtenances. The project is located at Joint Base Lewis-McChord (JBLM), Washington. The site consists of paved roadways, driveways, roadway shoulders, and water tanks near various Buildings. Landscape, gravel areas, curbing, gates, fencing, and trees are located within the site. The construction activities include the replacement of approximately 12,000 linear feet of 16-inch and 12-inch water main. Portions of existing piping are asbestos cement. Portions of asbestos cement piping require removal and disposal per Washington Administrative Code (WAC) requirements. The existing water mains serve existing buildings and those buildings shall remain in use throughout construction. The existing paved roadways are located throughout the project limits and shall remain in use throughout construction. The period of performance is three hundred and five (305) calendar days The primary NAICS Code for this acquisition is 237110, Heavy and Civil Engineering Construction, Water and Sewer Line and Related Structures Construction, with a small business size standard of $36.5 million. For the purposes of this procurement, a firm is considered a small business if its annual average gross revenue, taken for the last three (3) fiscal years, does not exceed $36.5 million. This acquisition is a 100% TOTAL SMALL BUSINESS SET-ASIDE specifically for concerns under SDVOSB Program. IMPORTANT NOTICE: All bidders submitting a bid in response to the solicitation must be registered in the System for Award Management (SAM) database prior to award of the contract. By submission of a bid, the bidder acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award. FAR 52.204-7, System for Award Management, will be incorporated into the solicitation.
