Description
1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement to procure Distance Measuring System (DME) systems starting on January 1, 2020. 2. Incumbent Contractor This requirement is currently being performed under: Contract Number: DTFAWA-11-C-00059 Vendor: SELEX ES INC, Overland Park, KS 3. Nature of Competition A procurement strategy has not been determined at this time. Failure to respond to this market survey may result in exclusion from the resulting solicitation. To be considered responsive to this market survey an interested party must submit the items requested for both 6A and 6B below. 4. Standard Language This Request for Information (RFI) is issued by the Federal Aviation Administration (FAA) in accordance with the FAA Acquisition Management System (AMS), Section 3.2.1.3.12. The purpose of this RFI is to seek information for the conduct of a market survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) and should not be misconstrued as such. Further, the FAA is not seeking nor accepting unsolicited proposals in response to this RFI. All parties are advised that the FAA will not pay for any information or any administrative costs associated with any response received in response to this announcement. Any costs or expense associated with the submission of information in response to this RFI/Market Survey will be the sole responsibility of the respondent. 5. Submission Requirements for Market Survey A. Within thirty days of the closing of this market survey Respondent must provide a written statement indicating that it currently manufactures a DME that meets all of the requirements of FAA-E-2996- Performance Specification Distance Measuring Equipment (DME) and FAA-G-2100H and the following supporting documentation : 1) Technical Instruction Book 2) Software Design Descriptions 3) Hardware Design Descriptions B. Within one hundred eighty days of the closing of this market survey Respondent must provide: 1) A DME system for testing, review, evaluation and validation by the FAA. The DME systems must: a) meets the requirements of FAA-E-2996, Performance Specification Distance Measuring Equipment (DME) b) Be capable of performing as both high power and low power in either a single or dual system configuration within a single standard 19 rack. c) Be capable of conversion from high power to low power and vice versa by a key stroke and jumper wire or some other simple methodology. d) A design that allows a maintenance technician to perform the diagnostics without disabling the system. e) Be certified by National Telecommunications and Information Administration (NTIA) for the DME to be used in the National Airspace System (NAS). f) Be production ready. 2) Documentation that verifies that: a) All system safety analysis, software, and hardware design assurance requirements have been met according to AC 25-1309.1, ARP4754/61, RTCA/DO-278 and RTCA/DO-254. b) Maintenance documentation will allow organic FAA depot maintenance capability, i.e. component/depot level training, LRUs test procedures, test fixture, JTAG fixture, special test equipment, contractor developed software, commercially available software, troubleshooting scripts, manual procedure. c) Field maintenance training documentation is available in accordance with FAA-STD-028 or Contractor Format, i.e. Student Training Material, Student Welcome Package, Training Development Plan, Classroom Training. Material, Tests, Course Design Guide, Theory of Operations Examination, Performance Examination. 3) Additionally the following documents must be submitted: a) Software Test Procedures, b) Software Test Reports c) Hardware Test Procedure d) Hardware Test Report e) Reliability and Environmental Reports f) EMI Demonstration Report g) System Safety Program Plan h) System Safety Assessment Report i) Functional Hazard Assessment j) Approvals by a Designated Engineering Representative (DER) 6. Delivery of Submissions: Any questions concerning this market survey must be submitted via email to larry.mendelson@faa.gov NLT Sept. 1, 2017.
