SOURCES SOUGHT NOTICE This announcement constitutes a Sources Sought Notice for the provision of all personnel, equipment, supplies, materials, vehicles and other items / services necessary and incident to the provision Non-Hazardous Waste (TRASH) COLLECTION & DISPOSAL Services at the Gerald B. H. Solomon Saratoga National Cemetery, located at 200 Duell Road, Schuylerville, NY. 12871 for a base year and 4, one-year option periods, if exercised. Services shall be provided on a weekly scheduled and as needed / as requested basis. This is neither Request for Quote (RFQ) nor a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources to furnish non-hazardous waste collection and disposal services. In accordance with the eligibility requirements for SDVOSBs and VOSBs under VAAR 819.7003, at the time of submission of offer, the offeror must represent to the contracting officer that has been verified for eligibility in the Vendor Information Pages (VIP) database located at web address: http://www/VetBiz.gov. The purpose of this notice is to determine interest and capability of potential qualified SDVOSBs and VOSBs with under applicable North American Industry Classification code (NAICS) 562111. The Small Business Size Standard for this code is $38.5 million. To make an appropriate acquisition decision for this requirement, the Government will use response(s) to this Sources Sought Notice. The type of solicitation issued and the manner of advertisement will also depend on the response(s) received to this notice. All-Inclusive Pricing: Unit Costs offered must be All-Inclusive for materials, labor, transportation, surcharges, fees and services necessary and incident to the provision of Non-Hazardous Waste Collection & Disposal Services. All-Inclusive pricing includes environmental fees, fuel surcharges and all other services necessary and incident to the required work. There will be no additional costs or special service charges. Invoices shall reflect only those costs indicated in the Price Schedule. Base Year: October 1, 2017 or From Date of Award thru September 30, 2018 CLIN DESCRIPTION EST. QTY UNIT 001 One (1) 6 Cubic Yard front load container (new / like new condition) to be placed within the Gerald B. H. Solomon Saratoga National Cemetery maintenance facility area. Monthly cost to include container rental and scheduled weekly removal (by load / not weight estimated and any other landfill, fuel, oil and environmental fees) @ 52 total loads per year 12 Mo. 002 One (1) 3 Cubic Yard front load recycling container (new / like new condition) to be placed within the Gerald B. H. Solomon Saratoga maintenance facility area. Monthly cost to include container rental and scheduled weekly removal (by load / not weight estimated and any other landfill, fuel, oil and environmental fees) @ 52 total loads per year. Recyclables are cardboard and paper only. 12 Mo. 003 Rental of three (3) - 30 Cubic Yard open top roll off dumpster (new / like new condition) to be placed within the Gerald B. H. Solomon Saratoga National Cemetery spoils area. Cost to include container rental and scheduled one time delivery and removal (by Load / not weight estimated and to include any other landfill, fuel, oil, and environmental fees. Services to be provided on an On Call as needed basis. Required delivery date on or before January 15th, to be picked up April 15th or upon notice from the cemetery. 3 Ea. DESCRIPTION / SPECIFICATIONS / WORK STATEMENT SCOPE The Contractor shall provide NON-HAZARDOUS WASTE (TRASH) COLLECTION & DISPOSAL SERVICES to the Gerald B. H. Solomon Saratoga National Cemetery, located at 200 Duell Road, Schuylerville, NY 12871. Services shall be provided on a weekly scheduled and as needed / as requested basis. The Contractor shall be responsible for the collection of and delivering non-hazardous waste to an approved, licensed, certified disposal area / landfill. Disposal shall be conducted in accordance with all local, State and Federal legal requirements and in an environmentally safe manner. SPECIFICATIONS Dumpster Requirements: The Contractor shall provide factory new or newly refurbished (within the past three months and in a like new state of condition) roll-off type dumpster(s) at the beginning of the contract period. Each dumpster shall display the company name and contactor information. The containers shall be compatible with the contractors pick up equipment, shall be water tight, rodent proof and inherently fire proof. Dumpster requirements are as follows: Description Qty Location 6 cubic yard Front Load Container 1 Maintenance Facility Area 30 Cubic Yard Open Roll-Off Dumpster 1 Cemetery Spoils Area 3 Cubic yard Front Load Container (recycling) 1 Maintenance Facility Area (b) Only non-hazardous items related to cemetery operations shall be placed in containers / dumpsters. Waste / trash placed in dumpsters shall consist of plastic or aluminum beverage containers, magazines, newspapers, mixed office papers, fresh and artificial floral arrangements, grave blankets, and cafeteria waste, general office waste and food wrappings. Four (4) tires will be allowed in waste dumpster each week or placed adjacent to the dumpster for weekly removal. (c) Dumpsters which become damaged due to handling and use shall be replaced at no cost to the Government. Damaged or unsightly dumpsters shall be replaced at the written request of the Contracting Officer or his/her Representative. (d) The Contractor shall be responsible for cleaning-up and disposing of all trash, garbage, and debris spilled from the dumpsters during the Contractor s pickup and disposal process. (e) All non-hazardous waste / trash shall be removed and disposed-of off the Government premises. No on-site burning or disposal is allowed. (f) The Contractor is solely responsible for full compliance with all Federal, State, Local and all other applicable laws, policies, rules and regulations. In the event of a conflict of two or more regulations, the strictest of the regulations shall apply. (g)The Contractor shall be responsible for the provision of all permits, licenses, certifications and fees necessary to perform the required services. (h) No recycling activities are included in this work (i) On Call Pickup: The Contractor shall pickup and empty dumpsters, transport and dispose of (off-site) non-hazardous waste (trash) from Saratoga National Cemetery. Pickup and disposal services shall be provided on an On Call basis and will be Monday through Friday, during daily work business hours of 8:00 AM through 4:30 PM. Pickup shall be within 48 hours of the request. (j) In the event climate or weather conditions become unsuitable for work or may induce an environmental hazard, work shall be performed at the first available opportunity. Postponement due to climate or weather conditions shall not be cause for penalties to the Contractor nor additional cost to the government. Submission requirements for responses to this sources sought synopsis: SDVOSB/VOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
