- This Special Notice is for planning purposes only, and not a Request for Prototype Proposals. A project award will not be awarded as a result of this Special Notice. The Program Executive Office Combat Support and Combat Service Support (PEO CS&CSS) intends to release a Request for Prototype Proposals (RPP20) for execution of a Section 815 prototype project award(s) in support of Ground Vehicle Systems research and development related to specified project requirements. The purpose of this announcement is to provide members of the National Advanced Mobility Consortium (formerly the Robotics Technology Consortium), and industry in general, advanced notification of Government intent. In July 2014, the Government entered into an Other Transaction Agreement with one (1) consortium, the National Advanced Mobility Consortium (NAMC), in support of Ground Vehicle Systems related Research and Development prototype projects. It is the intent of the Government to make project award(s) to member(s) of the NAMC as a result of member prototype proposals submitted via the Request for Prototype Proposals process. The Government anticipates soliciting a project relating to the Heavy Equipment Transporter System (HETS) program of record via W15QKN-14-9-1002-RPP20. The RPP will request proposals for the Interim HETS (iHETS) project for the trailer only. Working in conjunction with the HETS M1070A1 tractor, the requirements for the iHETS trailer include: Non-Developmental Item (NDI)/Commercial-off-the-Shelf (COTS) trailer with the ability to safely transport a payload weighing 78.5 tons while achieving road permits in Europe at a lower weight of approximately 75 tons. The trailer must maintain axle weights below 12,000kg at ~75 tons. Based on the outcome of awarded RPP effort, the Government may proceed with a separate production award (through a contractual vehicle to be determined at a later date).
