Description

SOI This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as supplemental with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is issued as a Request for Quotation (RFQ) and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-94, 2005-95. The National Forests in Alabama, Conecuh Ranger District has a requirement for a Dozer Winch meeting or exceeding the specifications for a John Deere JD450J Dozer, Brand Name or Equal. The salient capabilities are: Power in/power out with low speed, winch control linkage, 150'x5/8" wire rope, hydraulic pump. Specifications: Cable capacity 4000 (8-in drum); Line pull 4000 (8-in drum standard speed); Line speed 4000 (8-in drum standard speed). Offerors must submit product specifications and warranty information in response to this RFQ. This procurement Total Small Business set aside. The NAICS code is 333120 and the Small Business Size Standard is 500 employees. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of product to meet Government requirement; (2) Price Related factors: Warranty, service/repair location relative to the Conecuh Ranger District, 16375 US Highway 29 South, Andalusia, AL 36420; (3) Price: Government evaluation will include total cost to the Government to include winch installation. Award resulting from this solicitation will be a firm, fixed price contract. Technical capability of product and price related factors, when combined, are more important than price in the evaluation process. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
