Description
The U.S. Department of Housing and Urban Development (HUD) intends to solicit, negotiate and award a sole source contract to the Bureau of National Affairs (BNA), 1801 S. Bell Street, Arlington, VA 22202 for Construction Labor Report Subscription service. The Office of Field Policy and Management's LSE office is responsible for the administration and enforcement of Federal labor standards provisions in HUD programs. These standards include those contained within the Davis Bacon and Related Acts, the Copeland Act and the Contract Work Hours and Safety Standards Act. Additionally, Labor Standards is responsible for the administration and enforcement of prevailing maintenance wage Requirements of the U.S. Housing Act of 1937 and the Native American Housing Assistance Act of 1937 and Native American Housing Assistance and Self Determination Act of 1996. Many HUD programs include provisions for compliance with Federal labor provisions including the payment of Federal prevailing wage rates on covered projects. LSE is responsible for oversight and enforcement in most of these areas. These responsibilities are shared with the U.S. Department of Labor (DOL) and State and local entities. There are 10 regional offices covering the U.S. and Hawaii and Alaska. The offices are staffed with fewer than 60 employees who have a tremendous workload and a need to stay abreast of labor issues and activities nation-wide. Most of the new regulations required by DOL are carried in this subscription. BNA shall provide legible weekly subscription services via email to identified LSE staff to include: • The most objective news in the industry - whether for management, labor, government, education, or a trade association. • The latest information on labor-management issues. • Unbiased look at all significant regulatory, legislative, and industry developments that affect the way you do business. • On-target state news reports from around the country. • Current economic statistics to benchmark housing starts, construction expenditures, unemployment rates, wage earnings, cost of living, and more. • A means to electronically read about precedent-setting decisions and wage and hour rulings to prepare your case before the courts or the National Labor Relations Board (NLRB). • A means to consult full-text source materials, such as NLRB decisions, proposed and final regulations, jurisdictional agreements between building trade unions, arbitration awards in wage and contract disputes, and wage and hour rulings. Place of Performance: Contractor Site The contract award is anticipated to be Fixed Price. The anticipated period of performance is from September 23, 2017 - September 22, 2022 The Product Service Code (PSC) is R612 SUPPORT- ADMINISTRATIVE: INFORMATION RETRIEVAL The NAICS Code is: 511120 -- Periodical Publishers Services are being procured under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1).
