- BID SHEET PACKAGE DELIVERY LOCATIONS PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-64 Effective on January 17, 2013. Provisions and clauses incorporated by reference has the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at http://farsite.hill.af.mil/. The solicitation W912NR-17-R-0034 is issued as a Request for Proposal. This procurement is set aside for HubZone. The NAICS code for this acquisition is 332312. The small business size standard for this NAICS code is 500 employees. The Louisiana National Guard will be awarding a Firm- Fixed Price Supply Contract. This solicitation is for a firm fixed price contract and will be awarded using the evaluation factors identified and the trade-off process. Proposals must include a quote and a date that all deliverables could be delivered by. The Louisiana Army National Guard needs a quote for ballistic panels to be place in armories throughout Louisiana. Our intent is to award 1 Firm-Fixed-Price (FFP) contract. 1. Review the list of materials on the attached spreadsheet. This will be an "all or nothing" acquisition, meaning that if you can't provide all items, then you will be considered as providing nothing. 2. Submit all questions and proposals to SFC CRYSTAL STILES at crystal.l.stiles2.mil@mail.mil and MAJ DAVID BOURGEOIS at david.l.bourgeois4.mil@mail.mil.The suspense for questions is 8 August 2017, 1000 hours (10:00am) CST. The suspense for proposals is 16 August 2017, 1000 hours (10:00am) CST. Evaluation of Commercial Items: (FAR 52.212-2) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: -Technical (shall meet or exceed requirements identified in the PWS) -Past Performance (submit relevant past performance in accordance with the PWS within the last 5 years) -Price Technical and past performance, when combined, are approximately equal to price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. This acquisition will be awarded without discussion. The following provisions and/or clauses apply to this acquisition.
