- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Masimo Corporation, 40 Parker, Irvine CA to provide six (6) Masimo RAD-57 Rainbow set pulse Co-Oximeters, six (6) carboxyhemoglobin saturation (SpCO), six (6) methemglobin saturation (SpMet) and six (6) Rainbow DCI-DC3, SPO2/SPCO/SPmet (1/BX). Carrying cases and quick reference guides are included with each unit. Masimo is the manufacturer of the RAD-57 Co-Oximeter as well as the listed components and accessories. The Masimo RAD-57 is an off-the-shelf, carbon monoxide/methemoglobin detection and measurement device listed on the shipboard Authorized Medical Allowance List (AMAL). The Masimo RAD-57 was selected because it is the sole source device that meets Fleet requirements for a portable, non-invasive volatile organic compound (VOC) detection device, used to diagnose and treat personnel with suspected CO and/or VOC exposure. The RAD-57 is also the only device capable of accurately measuring blood CO levels in real-time. This acquisition is being conducted under the FAR 13 Simplified Acquisition Procedures. There are no set-aside restrictions for this requirement. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
