- SYNOPSIS: Set-Aside for 100% Woman-Owned Construction Project Little Goose Fish Barge Loading Dock Upgrade This will be a firm fixed-price construction contract. Magnitude of Construction is estimated between $250,000 and $500,000. A bid bond is required in the amount of 20 percent of the total bid price. Performance and Payment bonds in the amount of (100%) are required. The onsite construction work window at Little Goose Dam is date when the barges are not using the dock. See solicitation for details. DESCRIPTION OF WORK: The proposed project is to supply and install a stationary mooring bollard in the north sheet pile cell of the Fish Barge Loading Dock and (1) one ladder structures providing access from the dock to the barge deck of fish barges moored at the dock. The contractor will need to excavate up to 30 cubic yards of sand and gravel fill from the north sheet pile cell of the barge dock. Access to the site is restricted by overhead structures (minimum vertical clearance of approximately 6 feet, 8 inches) and an access bridge approximately 12.5 feet wide. The contractor will fabricate a steel mooring bollard/support beam assembly and install it in the north sheet pile cell with up to 25 cubic yards of cast-in-place, reinforced concrete. Installation of the mooring bollard requires that a W section structural steel member (weighing up to 1400 lbs.) be embedded in the concrete. In addition, the contractor will have to trim existing sheet pile making up the wall of the cell and existing timber fenders. The contractor will also fabricate and install one hot-dipped galvanized steel ladder structures. Ladders will provide access to barge decks up to 4 feet below the dock elevation. The ladder installation will also require trimming the existing timber fenders. Welders involved with either off-site fabrication or on-site construction will be required to have an AWS welding certification All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Invitation for Bids No. W912EF-17-B-0011 will be posted to the FedBizOpps (FBO)) website approximately the middle of July 2017. Bids will be due no sooner than 30 calendar days after the solicitation is issued. The solicitation will contain details about the bid opening. When issued the solicitation documents for this project will be available at https://www.fbo.gov. The solicitation is 100% set-aside for small business concerns. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
