Description
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office (Code 440) is issuing this sources sought. The sources sough is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for a base plus four-year commercial supply firm fixed price single award contract (FFP). The Period of Performance covering the base year and four option years will be as follows: Base Year: 11 DEC 2017 - 10 DEC 2018 Option Year 1: 11 DEC 2018 - 10 DEC 2019 Option Year 2: 11 DEC 2019 - 10 DEC 2020 Option Year 3: 11 DEC 2020 - 10 DEC 2021 Option Year 4: 11 DEC 2021 - 10 DEC 2022 The FFP will be for four each High Pressure Air Compressors (HPAC) with the following Salient Characteristics: 1. Five (5) stage, direct air cooled, oil lubricated reciprocating compressor 2. Crankshaft driven oil pump 3. Low oil pressure gauge 4. Oil pressure gauge 5. Full flow oil filter 6. Inlet air filter 7. Intercoolers and after cooler, each with maximum 15°F approach temperature 8. Separators for moisture knockout on each stage 9. Safety valves on each stage 10. Pressure and temperature gauges on each stage 11. Automatic and manual drain valves on each stage 12. Driver: 3-phase, 60 Hz, 460 volt electric motor 13. Minimum Discharge Pressure 4500 PSIG 14. Minimum Air Flow Output Capacity 88 scfm 15. Maximum Discharge Air Temperature 100 degrees Fahrenheit 16. Skid mounted for handling by a fork lift 17. Cartridge Type Purification System: Final Air Discharge shall be oil free and maintain a dewpoint in accordance with the paragraph titled "Purification System" of these specifications. 18. Response time for unscheduled repairs shall be 24 hours. 19. Replacement unit shall be available if on-site compressor is not repairable within 48 hours. 20. NEMA 4 electrical enclosures and TEFC motor frame for all weather types 21. Compressor must fit in a 10 ft x 8 ft x 9 ft hazardous waste spill containment that will house the HPAC 22. Handling: HPAC shall be skid mounted with slots for handling by forklift. Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procure through full and open competition (unrestricted), the government intent at this time is for a single award FFP. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the government as to the best means of procuring this requirement. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR REQUEST FOR PROPOSALS (RFP), IF ISSUED. IF A SOLICITATION IS RELEASED IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT." Project Background The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires four each High Pressure Air Compressors for services to the SSBN Fleet in support of SSBN Ships Force maintenance on installed shipboard equipment. Required Capabilities Additional detail is provided in the draft Statement of Work attached to this announcement. (Attachment 1) If your organization has the potential capacity and capabilities to perform these contract requirements, please provide the following information: 1) Organization name, address, email address, telephone number, web site address, and size and type of business; and 2) Tailored Capability statements addressing the questions asked in this sources sought announcement. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Eligibility The applicable NAICS code for this requirement is 333912 with a small business size standard of $32.5 million. The product service code is 4310. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Submission Details Interested parties are requested to submit via email. The email subject line should be "Sources Sought Response for N4523A-17-R-0038 High Pressure Air Compressors FFP." The response to the sources sought shall be in either Microsoft Word or Portable Document Format (PDF) and shall be addressed to todd.little@navy.mil (.) Within the sources sought response; •1) Organization description. (1 page maximum) •2) Tailored Capability Statement. (10 pages maximum) •a. Please provide proof of technically qualified staff on hand to perform work to maintain and repair the High Pressure Air Compressors. The government is especially concerned with unqualified service technicians responding to emergency repair of inoperable compressors causing both a schedule delay as well as additional work to be performed by the government, and the potential safety risk of to the project. Please demonstrate the ability to provide a minimum industry qualification standard (ASME/ASCI/Etc.) for these systems. PWS will specify mandatory minimum qualifications predicated on the sources sought responses. •b. The basic requirement is to show the capability to make repair or replacement determination within 24 hours. Please demonstrate the ability to respond to government requests within twenty-four hours. The response time includes mobilization, travel, and an initial inspection of the inoperable system. •c. The basic requirement is to show the capability to have system replacement within 48 hours of the initial inspection performed above. •d. Demonstrate capability to comply with have a National Regulatory Testing Lab inspection, Government expectation is to have compliance provided 48 hours prior to delivery; the Government would like to see expected additional costs to the government for this requirement (time and money). •3) Experience/Performance (2 page maximum) •a. Please provide at least 2 projects of similar scope and complexity as the current requirement. The government does not expect the same size needs as this requirement but if you have multiple projects/contracts of a similar nature please provide a general description of how they should be viewed as similar in scope and complexity as to the current requirement. Provide contract number and a point of contact for the customer.
