- The NAVSUP Fleet Logistics Center (FLC) Norfolk Mechanicsburg Contracting Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Oracle Fusion Middleware (FMW) contractor support service NAVSUP Business Systems Center is requesting contractor services to obtain expertise support for multiple Oracle Fusion Middleware (FMW) service efforts. Workload for FMW services such as Identity Management (IDM), Business Process Management (BPM), Portal, Secure Enterprise Search (SES), and Service Oriented Architecture (SOA) is rapidly increasing and professional-level support is required to ensure proper staffing and implementation. This effort directly supports NAVSUP BSC ™s efforts for providing an overall cohesive Data management, Portal, IDM, and SOA-based services strategy for commands within the Department of Navy (DoN), Department of Defense (DoD) and other customers of NAVSUP BSC. The result of this market research will contribute to determining the method of procurement. The preliminary applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519, Other Computer Related Services (vendors may suggested alternative NAICS). There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Specifically, the Government is looking for small business interest and capability to provide qualified resources in accordance with DoD 8570.01-M (page 14) and section 12.0 of the DRAFT PWS. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) provide services under a performance based service acquisition contract. The estimated level of effort for the PWS for a 12-month period is: Labor Category / Hours Subject Matter Expert/Sr. Technical Architect1920 Program Manager1575 In addition, the government welcomes feedback, questions, or clarifications about any areas of the Performance Work Statement (PWS) including personnel qualification requirements and how they relate to the work being requested and how these requirements would affect staffing. The government is also interested in suggestions on NAICS code and PSC designations and existing contract vehicles for this type of procurements. Information received may be used to revise the final PWS. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for 8(a) businesses as a direct, sole source award, or competed among small businesses. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
