EC-HIGH VOLTAGE CABLE TESTING This sources sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. All interested and qualified concerns are encouraged to submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative and management capability of such offerors to perform this type of work. The capability statements will be used to assist in determining appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation (Reclamation), Great Plains Regional Office in Billings, Montana has a requirement to test high voltage cables at the Mount Elbert Powerplant near Leadville, Colorado; Morrow Point Dam and Powerplant in Cimarron, Colorado; and Crystal Dam and Powerplant in Montrose County, Colorado. KEY REQUIREMENTS: MT Elbert Powerplant 230kV Cable Test Morrow Point Powerplant 230kV Cable Test Crystal Powerplant 115kV Cable Test Provide condition reports and final test reports for: PD levels; Phase-resolved Partial Discharge (PD) information; PD Inception Voltage (PDIV); PD Extinction Voltage (PDEV); Location along the cable length of PD activity; Dissipation factor (DF); Assessment of DF in regard to cable condition; recommendations regarding existing condition; forecast for replacement (if applicable); further diagnostic testing (if applicable). QUALIFICATIONS: Proficient in high-voltage work safety; adherence to IEEE 510 safety practices; knowledgeable and trained to use the test equipment required for the high-voltage testing and data collection systems; proficiency in typical lock-out/tag-out procedures. The North American Industry Classification System (NAICS) Code for this acquisition is 238210 Electrical Contractors and Other Wiring Installation Contractors ; and the small business size standard is $15.0; and the Product Service Code (PSC) is J059. Capability statements should include the following information: Firm s name, address, telephone number, business size and type (8(a), HUB Zone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. DUNS number Demonstration of the firm s experiences related to HVAC replacement and maintenance services. Provide the project title, location, detailed descriptions of the effort, dollar value, contract award, completion dates, and the customer s name and telephone number. Capability statements are to be submitted no later than August 8, 2017 at 12:00 p.m. MST. Submittals will be reviewed and considered by Reclamation during the solicitation planning process.
