Description
SYNOPSIS: Amended Pre-Solicitation Notice to FA8217-17-R-5001 NOTICE OF INTENT TO SOLE SOURCE: This is a pre-solicitation synopsis in accordance with FAR 5.2. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of an upcoming solicitation for service or supplies. The purpose of this synopsis is to provide notice that the United States Air Force intends to solicit, negotiate and award a follow-on, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period (est.), with a one 6-month option for Contractor Logistic Support sustainment services to support the existing Combat Survivor Evader Locator (CSEL) program to The Boeing Company on a sole-source basis in accordance with FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Agency conducted market research through a sources sought synopsis to determine whether any other sources could provide sustainment capabilities for the CSEL/CLS. The Agency determined from market research that the services are deemed to be available only from the original source for the continued sustainment of the existing CSEL equipment. The Government does not possess a Technical Data Package, source code, or equipment for the CSEL Enterprise that would permit full and open competition. To meet the requirements for the highly specialized sustainment services for the CSEL system, the contractor shall have access to the Technical Data Package, source code, and equipment along with the capability to maintain the existing CSEL system including, but not limited to, program management, systems engineering, software maintenance, cyber security, technical support, and logistics support. It is likely that award to any other source would result in: (A) Substantial duplication of costs to the Government that is not expected to be recovered through competition, and (B) Unacceptable delays in fulfilling the agency's requirements (See 10 U.S.C. 2304 (d)(1)(B)). The anticipated date of award for the proposed contract action is 1 December 2017 with performance beginning in January 2018. The proposed NAICS is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, which has a corresponding size standard of 1,250 employees. DESCRIPTION: The CSEL system provides communications to aid in the location and recovery of Isolated Personnel (IP). The CSEL Enterprise is not a commercial product. The User, Ground, and Over the Horizon segments are military unique and were specifically designed and fielded by The Boeing Company to locate, identify, authenticate, and rescue downed aircrew members during evasion and recovery operations for the Personnel Recovery mission. This entails the use of satellite communications for secured messaging, the Global Positioning System (GPS) for exact location, and a ruggedized hand held radio with unique capabilities for various field environments supporting all military service operational environments. Therefore, this acquisition is for support of highly specialized, performance-based sustainment services including: Program Management, Logistics Support, Systems Engineering, Software Maintenance and Cybersecurity, Technical Order Sustainment, and Management of Government Furnished Property (GFP). RESPONSE INSTRUCTIONS: All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the Agency. If interested sources anticipate providing a capability statement, proposal or quotation, please include a detailed description/summary of the capability, a Rough Order of Magnitude cost to sustain the current CSEL system in accordance with the Performance Work Statement. Interested sources may obtain the Solicitation, Performance Work Statement, and all other attachments for this requirement per FAR 5.207(c)(17) by contacting the point of contacts(s) and providing a valid and current signed DD 2345 form. The PWS is an export controlled document, Distribution D. Capability statements, proposals, or quotations shall be submitted electronically to the point of contact(s) no later than 2:00pm Mountain Time, Tuesday, September 12, 2017. NOTES: This notice of intent is not a request for competitive proposals; however, all capability statements and proposals received in accordance with the time and date stated above will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
