- Page 1 of 4 Department of Veterans Affairs Electronic Health Record Modernization Program Management Office and Technical Support Services The purpose of this Sources Sought Notice is to search for qualified vendors capable of meeting the requirements as stated within this RFI. Introduction: The Department of Veterans Affairs (VA) is undertaking an enterprise-wide Electronic Health Record Modernization (EHRM) effort through the procurement of the Cerner commercial electronic health record (EHR) software and related support services. The goal of this modernization of VA health information management systems features the promotion of high-value seamless care with the Department of Defense (DoD) and community providers. The VA EHRM acquisition and implementation effort will include the software licensing, product integration, configuration management, testing, deployment planning, hosting, organizational change management, training, sustainment and numerous other efforts necessary to support this enterprise-wide business transformation. The EHRM effort will address all clinical and managerial (e.g. analytics) functions supporting clinical care including in-patient, ambulatory, as well as home care, ancillaries, and specialties to include dental. EHRM will support non-clinical core functional requirements which may include revenue cycle reporting, inventory management/supply chain capabilities as well as multiple interfaces to legacy systems. In addition to the Cerner procurement and the multiple task orders anticipated throughout the Period of Performance of that contract, the EHRM solution may require other VA or contractor efforts for network and site infrastructure upgrades, communications, independent validation and verification (IV&V), modification and maintenance of VistA legacy systems, and any other technical and/or management activities required to ensure the success of an enterprise project of this magnitude. PMO support is required for all elements of the EHRM solution. The following statistics underscore the size and scope of this effort. VA supports approximately 1600 care sites across 50 states and overseas / OCONUS locations currently staffed by over 300,000 employees who care for millions of Veterans each year. Approximately nine million Veterans are enrolled in the VA health care system. This is a RFI only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Organizational Conflict of Interest (OCI): Please be advised that any Contractor, including its team members, that receives the award for this effort will be taking on a significant OCI which will preclude them from bidding or performing in any capacity on future development, implementation/deployment, testing, and maintenance efforts associated with EHRM and any VE legacy projects supported by the EHRM PEO. In addition, the awardee will be required to sign multiple Non-Disclosure Agreements (NDAs) for organizations such as OIT and VHA, as well as third-party businesses, such as Cerner. Submittal Information: This is RFI only. It is requested that all companies interested in participating in this effort note their interest and provide indication of their respective capabilities to perform the effort described above. Marketing material will not be accepted as an indication of capability. Only responses related to the Government s requirements as listed above will be considered. Provide, at a minimum, the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Any and all scheduled contracts your company may have (i.e. General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWAC), etc.). Include Contract Number, expiration date, etc. Describe in detail any experience with staffing and supporting an enterprise effort of this size and scope. VA estimates that over 1,000 Full Time Equivalents with a variety of management, administrative, clinical and technical skill sets may be required to fully support this effort. Include a description of your ability to: Provide staff with experience in VA, DoD and community care healthcare domains to support multiple, concurrent deployments in dispersed geographic locations at any of the 1600 care sites across the United States and OCONUS on a timely basis. Rotate support as required to meet the requirements of a rolling deployment schedule. Support multiple face-to-face meetings on short notice across multiple EHRM Program Management Offices (PMOs) and governance boards primarily located in Washington DC but also in various VA facilities around the country. Fully staff the requirements of this high visibility, fast moving project upon contract award. Describe your company s ability to provide and prior experience with performance and value management which includes creation, improvement, monitoring, and managing hundreds of measures across hundreds of capabilities and clinical processes relevant to clinical value realization of a modernized EHR solution. Include a brief description of the scope and approach to value management that your company has employed in prior efforts. Describe your company s ability to provide administrative, technical and clinical expertise in support of a Joint Executive Council for an enterprise Health Information Technology program for the VA and DoD. Provide specific examples of contracts which provided this level of expertise, and a description of the size and scope of the projects supported. Describe your company s ability to provide technical subject matter expertise in support of VA and DoD leadership to inquiries from Congress, Senate, political appointees and presidential level staff. Provide specific examples or contracts which provided this level of expertise, and a description of the size and scope of the projects supported. If your company is a Small Business, also include the following: The intent and ability to meet set-aside requirements for performance of this effort. Information as to available personnel and financial resources to support an requirement of this magnitude. Information as to proposed team members, the percentage of work each is to perform and which PWS requirements would be subcontracted. Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must indicate whether at least 50% of the cost incurred would be expended for prime employees or employees of other eligible SDVOSB/VOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB/VOSB requirement. All responsible sources may submit a response in accordance with the following: No more than 15 pages (excluding transmittal page) Include the name, email address and phone number of the appropriate representative of your company. Responses to this RFI shall be submitted electronically by 3:00 PM Eastern Standard Time, August 4, 2017 via Virtual Office of Acquisition (VOA), https://www.voa.va.gov/. Interested Vendors are encouraged to register for the Vendor Portal in order to ensure timely transmission of their RFI responses to the Government. The web address for the VOA site is https://www.voa.va.gov/. Interested Vendors must be registered users on the VOA website in order to submit an RFI response. Once Interested Vendors are registered, Interested Vendors can click on the Proposal Dashboard link and within that link click on Add Proposal to open up the form to upload files. The Proposal Type drop down field should be changed to VA118-17-N-2387 to reflect this RFI. For registration or technical issues concerning RFI Response submission, contact voahelp@va.gov. To avoid submission of late responses, we recommend the transmission of your response file 24 hours prior to the required response due date and time. Please be advised that timeliness is determined by the date and time an Offeror s response is received by the Government not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission. Mark your response as Proprietary Information if the information is considered business sensitive. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI.
