- The purpose of this procurement is to upgrade the current MILO system. Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf Office of Inspector General (OIG) Office of Investigations (OI), intends to sole source to: FAAC Incorporated 1229 Oak Valley Drive Ann Arbor, MI, 48108-9675 todd.glenn@faac.com FAAC Incorporated, an Ann Arbor Michigan based US company, is the sole manufacturer and only authorized support company for the MILO Range Classroom, MILO Range Theater 300 and 180 systems, MILO Range Pro, MILO Range Advanced, Classic, and Firearms Diagnostic Training Unit (FDU) product line. FAAC has spent over twenty years in the development of this well-known and proven training simulator platform, and has included several exclusive features and options that are only found on the MILO Range product line. FAAC Inc. is the only US Company or business interest authorized to sell, deliver, install and support these product in the continental United States. FAAC has not authorized any other company or distributor to sell these items, or offer these items for sale to any US customers using the MILO Range product line. As FAAC is the sole manufacturer of all of these products, FAAC is the only authorized company to provide aftermarket warranty and service. Components not authorized, manufactured or distributed from FAAC are not guaranteed to work on the MILO Range product line, and may result in voiding of any remaining product warranties or customer support. The purpose of this procurement is to upgrade the current MILO system. Upgrading the current system continues existing customer status, builds off current infrastructure and provides continuity in terms of system familiarity for DHHS-OIG. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference OIG202398. All responses are due by August 11, 2017, 11:00 AM EST and can be sent to Azeb Mengistu at azeb.mengistu@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
