- Description
- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) focuses on research to discover genetic and environmental determinants of cancer and identifying new approaches to cancer prevention. DCEG plans to build a new prospective multi-center adult cohort study of 150,000-200,000 adult participants enrolled through U.S. Integrated Health Care Systems (IHCS) to study the causes of cancer and the means of its prevention. The goal of this acquisition is to work with selected IHCS sites to recruit health plan members from selected IHCS sites into this complex, intensive, prospective cohort study, to collect serial biospecimens and longitudinal data, and to follow participants for disease outcomes, with a primary focus on cancer. The support services contractor will primarily provide support for the study fieldwork activities including providing support for provision of procedures and protocols, staff training at IHCS sites, follow-up and tracing of participants who have left the IHCS's health plan and organizing data and specimen access. The support services contractor will work with NCI, other NCI third party contractors (IHCS sites and study information technology [IT] platform contractor), processing labs, NCI central repository, various oversight committees, and researchers. The project will require a contractor to perform the following tasks: 1. Task 1: establishing contact and coordinating field activities among major stakeholders including the NCI project team, IHCS sites, third party contractors, and study participants. Specific tasks include: a. Assisting with overall program coordination across IHCS sites, including development of cohort materials/tools (e.g. protocols, brochures, media videos) that may be modified by each IHCS site. b. Serving as honest broker to maintain privacy of personally identifiable information (PII) and protected health information (PHI) collected from study participants. This data will be stored in the study platform with restricted access by the contractor. c. Serving as a point of contact for participants who have left an IHCS site's health plan. d. Managing study website content, all study related approvals, and training records. Assisting in organization and coordination of materials for packages submitted for various internal/external approvals and reviews (e.g. institutional review board). e. Assisting with organizing regular phone/virtual meetings with stakeholders and providing logistical and administrative assistance for in-person meetings. f. Developing, delivering, and implementing an NCI COR-approved Project Management Plan (PMP) to govern the management of the work described in this SOW and in the final study protocol. The PMP shall be a living document that is maintained during the life of the study to determine timeline and maintain schedule. 2. Task 2: preparing and disseminating study materials, such as the Standard Operating Procedures, Manual of Procedures, and training as specified in the final study protocol. Specific tasks include: a. Preparing specifications for content of online questionnaires of various lengths provided by NCI. Collaborating with NCI third party contractor, who shall be responsible for operationalizing the e-questionnaires. Evaluating e-questionnaire upon its implementation in the study platform. This may include conducting cognitive testing as required prior to instrument use in the field and evaluating different methods for questionnaire administration. b. Assisting with developing and updating procedures and manuals that would be implemented across IHCS sites to recruit and follow-up participants. c. Preparing and providing study operations training programs and materials for all key study research staff at the IHCS sites, as necessary. d. Assisting with developing and updating procedures for quality control, validation, and security measures for all data and biospecimens handling and management. e. Conducting pilot testing (e.g. focus group) for study material such as recruitment materials and study website. 3. Task 3: collaborating with IHCS sites, processing labs, central repository, and other entities in the implementation of study activities as specified in the final study protocol. Specific tasks include: a. Serving as a point of contact for IHCS site for field activities. b. Supporting activities involving biological specimens and laboratory assays, such as developing standard operating procedures for specimen collection, repository monitoring, specimen storage, and specimen shipping. c. Developing and providing a plan for reliable long-term follow-up strategies for participants, including serving as the primary point of contact for participants that are not in a IHCS site's health plan. d. Implementing procedures for quality control, validation, and security measures for all data and biospecimens handling and management. 4. Task 4: managing data (stored in the platform solution) and biospecimen access as specified in the final study protocol. Biopspecimens shall be stored at an NCI designated repository. Specific tasks include: a. Coordinating data and biospecimen access, such as management of online applications and review panels. 5. Task 5: carrying out transition-out services. Specific tasks include: a. Preparing all documentation of the support of field activities. This will include any material necessary to have a support system for the cohort. b. Preparing and submitting a Final Transition Plan to the NCI COR. At a minimum the plan must address how information will be successfully transitioned to a subsequent contractor. The Government anticipates that one (1) contract will be awarded with a base period of one year and nine one year option periods. The NAICS Code is 541990.
