Description
Request for Information Background The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is issuing this request for information (RFI) to determine available commercial off the shelf (COTS) protective systems designed to provide ballistic and/or fragmentation protection. Information is being requested from potential providers of advanced material systems that may have application for use as protective systems. These systems may be comprised of a single material or composite materials that include multiple materials. The material systems of interest may include but are not limited to, metallic, cementitious, polymeric, or composites. The protective system may be a panel or other relevant tangible item. This document defines specific requirements for a ballistic and/or fragmentation protection system. Submissions to this request should be information regarding either an existing COTS advanced material system for ballistic and/or fragmentation protection or a fully developed prototype. The submissions will be considered based on their ability to meet the requirements described below, cost, and projected performance. Responses to this RFI, in the form of literature submittal, shall be provided at no cost to the Government. RFI Responses shall meet the following guidance. Submissions that do not follow the submittal criteria herein shall be considered unresponsive and will not be selected. Literature Submittal. Respondents are to submit the completed fact sheet using the attached form as a cover page to any additional literature that they wish to include that would provide further insight into their technology. Company literature or literature related to other technologies that do not address the focus of this RFI are discouraged. The response should directly inform the Government of the specific capabilities and metrics of the system; including protection level (ballistic and/or fragmentation), density per square foot (aerial density), unit cost, standard unit dimensions, configurations, construction/assembly methods (if needed), durability, fire resistance. Respondents should focus their submittal with the understanding that cost and protection level are the key attributes under consideration. 1. Key Requirements. The most important criteria for acceptable protective systems is a minimum NIJ Level I 2. Protection Level Protection level will be based on thickness of the submitted material and will have a minimum ballistic rating based on Table 1. Materials thicker than 0.5 inches should have a minimum rating of NIJ Level IIIA. Table 1.
