- S-5 Contractor Award Announcement Information S-4 Compliance Checklist S-3 Craft-Trade Hours S-2 Cost Exhibits S-1 Bidders Questions Form J-5 - DD 254 J-1 - Contract Data Requirements List, DD Form 1423 DRAFT RFP N00024-17-R-2316 The purpose of this announcement is to provide the DRAFT Request for Proposal (RFP) N00024-17-R-2316. This draft RFP is for the Post Shakedown Availability (PSA) for DDG 114 in Everett, WA. PSA's are intended to accomplish correction of Government responsible trial card deficiencies; new work identified between ship custody transfer at the start of the PSA; and the incorporation of approved engineering changes, which were not incorporated during the construction period, and are not otherwise the shipbuilders responsibility. This draft RFP shall not be construed as a solicitation, request for proposal, request for quote, or as an obligation on the part of the Government. This announcement may or may not translate into an actual procurement in the future. There is no funding associated with this draft RFP announcement. The Government assumes no financial responsibility for any costs incurred by respondents. Any information submitted by respondents as a result of this announcement is strictly voluntary. A draft RFP is an important tool to seek input from Industry on the Government's requirement and to ensure greater understanding on both sides of the acquisition. Respondents may provide feedback to the Government by highlighting errors, omissions and ambiguities, and provide any other comments and suggestions as necessary. The Government may incorporate this feedback into the formal solicitation, when issued, but the Government does not intend to respond directly to potential offerors' feedback or questions during the draft RFP phase. Interested parties who consider themselves qualified to perform the efforts described herein are invited to submit a response to this draft RFP no later than 1500 Eastern Time on Friday, 11 August 2017. Respondent's feedback must provide enough information with each comment to allow the Government to identify the reference source which may include describing the document/attachment name, solicitation section, paragraph, clause or other definitive citation. Respondents may submit their feedback to the contracting office via e-mail at john.j.sullivan3@navy.mil and rickeyea.singleton@navy.mil. No information contained in this draft RFP shall supersede any information contained in the final RFP. The formal RFP (including amendments), when issued, is the only solicitation document that should be relied upon in determining the Government's requirements.
