Description
The USDA-Natural Resources Conservation Service (NRCS) - Contracting Services Branch located in Nashville, Tennessee is issuing this pre-solicitation notice in advance of the solicitation to be issued under the Simplified Acquisition Procedures in FAR Part 13 for the 2017 Wetland Hydrology Restoration Project located in Rutherford County, Tennessee. The project is authorized by the Agriculture Conservation Easement Program - Wetland Reserve Easement (ACEP-WRE) program that is administered by NRCS. The NRCS anticipates awarding a firm fixed price contract for these services. This is a Total Small Business Set Aside under NAICS Code 237990, and the Small Business Administration (SBA) size standard is $36.5 Million. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Award Management System (SAMS) to be considered for an award of a Federal contract. USDA, Natural Resources Conservation Service in Tennessee is planning to restore a wetland (Jones Easement) located in Rutherford County, Tennessee. The project consists of channel excavations on two sites, referred to as the north site and south site on the plans, which will provide depth to restore hydrology and provide earthfill to create dikes at each site. At both sites, the channel excavations will carry water through the shallow water impoundments to an inline water control structure. A waterway will be installed outside of the north site to prevent the potential for holding water across the easement line and carry it toward an existing channel that currently receives the runoff form the site. A dike and inline water control structure will be installed to manage water levels at both sites. Some additional excavation activities will occur on the south site to provide for additional macrotopographic features. A culvert will be removed and a ford (low water) crossing will be installed in its place at different location along the channel. Estimated Price Range: The magnitude of the proposed construction job will be between $100,000 - $250,000 IAW FAR Part 36. Contract Performance: The approximate time to complete the project is estimated at 88 calendar days following receipt of the Notice to Proceed. Additional Details: The follow on solicitation will be issued as a Total Small Business set aside. The follow on solicitation package to include, but not limited to the specifications, drawings and maps will be issued as an Invitation For Bid and will be available for downloading from the Federal Business Opportunities website at www.fbo.gov on or around August 10, 2017. Pre-Bid Conference and Site Visit: The pre-bid conference will take place on Thursday, August 17, 2017 beginning at 9:00 a.m. Central Time at the Murfreesboro USDA Service Center NRCS small conference room.
