- COMMERCIAL ITEM CONTRACT FAR CLAUSES APPLICABLE TO THE SOLICITATION# AG-32SD-S-17-862541 This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number AG-32SD-S-17-862541 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 corrections. North American Classification Coded (NAICS) 336112, Light Truck and Utility Vehicle Manufacturing, is applicable. This announcement is a total set-aside for Small Business Concerns. Background of the need: The Northwest Watershed Research Center (NWRC) performs routine winter-time, mission critical, research activities requiring the use of snow cats. The NWRC's snow cat fleet must provide safe and efficient winter access to research sites located in steep rugged terrain under all types of weather and snow cover conditions. The snow cats must have the track flotation and traction coupled with engine power and torque to safely traverse steep slopes with deep soft powder snow cover and to remove snow drifts. During spring snow melt conditions, snow cats must traverse variable snow conditions of ice and slush as well as muddy surface conditions with minimal track damage. The snow cats are mandatory for conducting vital routine large area snow surveys requiring large field crews. The snow cats must be low profile with a tight turn radius in order to safely and efficiently maneuver through thick forest and rocky terrain. The Vendor shall provide: Snow Cat equipment meeting the following required specifications: Tracks: 1. Dual wide tracks with minimum 44" width and 165" length per track 2. High grade aluminum steel-tipped grousers 3. Minimum of 5 solid filled running wheels per side 4. Automatic hydraulic track tension system Motor/Drive Train 1. Minimum 250 hp engine producing over 730 ft lbs of torque 2. Engine heater for cabin 3. Charge pressure reduction system for cold starting 4. Hydrostatic drive 5. Zero foot turning radius 6. Coolant heater Cab/Chassis/Payload 1. Maximum cab height of 9 ft 2. Complete brush guard 3. Fully independent torsion axles 4. Minimum 3000 lbs. payload capacity 5. Removable 10 passenger rear cabin with self-contained heat and communication system 6. 10 ft. wide all way hydraulic push blade 7. Roof mounted search light 8. 9000 lbs. Warn winch with mount and interior controls Other Requirements 1. Built in GPS navigation system installed with minimum 7" screen 2. Engine/systems scan tool 3. Engine diagnostics training for two personnel 4. Snow cat service location within 250 miles of Boise, Idaho
