This is a SOURCES SOUGHT SYNOPSIS. Information submitted in response to this synopsis is for MARKET RESEARCH PURPOSES ONLY. This synopsis is a market research tool being utilized for information from industry, which will be used for preliminary planning purposes. At this time proposals are not being requested and will not be accepted with this synopsis. Information received will be used to determine the availability of technically capable and otherwise responsible small business firms that would be interested in submitting offers for this anticipated acquisition. Responses in any form are not offers. The Government is under no obligation to issue a solicitation as result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information. No telephone calls will be accepted. Respondents will not be notified of the results of this synopsis. Please do not respond to this notice unless you intend to submit an offer when/or if an official solicitation is released. THIS IS NOT A SOLICITATION FOR PROPOSAL OR QUOTATIONS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The intent of this notice is to assess industry's small business concerns, including SBA Certified 8(a) Firms, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB), capability and interest in performing this requirement. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Certified 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. Be advised that this requirement may be canceled or revised at any time during solicitation, selection, evaluation, negotiation, and award. In addition, no projects are yet authorized and no funds are presently available for this requirement. To be eligible for contract award, a firm must be registered in the Government's System for Award Management (SAM) website: https://www.sam.gov/portal/SAM/#1. The General Services Administration (GSA), Southeast Sunbelt Region announces an opportunity for design excellence in architecture, engineering and allied building design professions. Highly qualified firms who are committed to design excellence, client service, collaboration, and sustainable design are invited to compete as prime design professional or as a sub-contractor/consultant to a prime design professional on one or more of the "short-listed" teams. Brooks Act (PL 92-582) "qualifications-based" procedures and FAR Part 36 will be used in this contract procurement. The General Services Administration (GSA), Public Building Service (PBS), Southeast Sunbelt Region 04 anticipates issuing a solicitation that will result in a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) for supplemental architectural - engineering services. The requirement contained within this anticipated contract will be for a broad range of architectural and engineering services covering the State of Georgia. GSA anticipate services to be provided may be programming, planning, and/or design (in whole or part) of a new or renovation/alteration construction project; or may be studies, and/or analysis of specific building's systems and/or components. The architect-engineer (A/E) may be required to provide services equivalent to commercial real estate services regarding market trend analysis, profitability, economic analysis, construction phase services including submission reviews and project inspections. Services may include, but will not be limited to: site investigations, site surveys, Building Evaluation Reports, Feasibility Studies, Project Development Studies, budget estimating, master planning, concept designs, construction documents, detailed construction estimating, constructability reviews, technical design reviews, construction management, shop drawing review, record drawings, and construction site inspection. Disciplines, expertise and performance with in GSA Design Excellence that may be required to accomplish the scopes of the task orders include but are not limited to architecture, mechanical, electrical, plumbing, civil, structural, fire protection, life safety, security, blast, risk assessment, vertical transportation, space planning, real estate market analysis, interior architecture, historic preservation, estimating, master planning, report writing, quality control review, scheduling, surveying, LEED, sustainability, BIM, 3-D rendering, code compliance, hazardous material removal, and Courts expertise. The work will require primarily architectural, mechanical, electrical and estimator disciplines, but may also require civil, structural, geotechnical, environmental, certified industrial hygienist, fire/life safety, elevator, acoustical, historic preservationist, construction manager/inspector, surveyor and other disciplines with specialized experience. Services for high profile projects requiring excellence in design may be required, to include design of new courtrooms, building additions, entry pavilions and "first impression" projects. For these projects, multiple design options will be required, and peer reviews may be employed. Specific services will be obtained on an individual task order basis. The anticipated term of the contract awarded under this acquisition will be up to five (5) years. The annual estimated dollar amount of the contract awarded under this acquisition is up to two (2) million per year. The capacity of the contract shall not exceed a total of $10 million over the five (5) year contract period. The North American Industrial Classification System Code (NAICS) applicable to this acquisition is 541310, Architectural Services. The Product/Service Code is C211, Architect and Engineering Services. The Small Business Size Standard for this acquisition is average annual sales and receipts for the past three (3) years that are less than $15 Million. When the solicitation is published, interested architect /engineer (A-E) firms will be evaluated in two (2) stages: For Stage I of the evaluation, the following Evaluation Criteria will apply: 1. A-E Firm's Design Portfolio 2. A-E Firm's Past Performance in Providing A-E Services 3. A-E Firm's Specialized Experience 4. A-E Firm's Qualifications and Experience of Key Personnel Stage II criteria will be provided to the firms which are short-listed in Stage I. To be eligible for contract award, the firm must be registered with the System for Award Management (SAM) database. Register via the SAM internet site at http://www.sam.gov. Firms are not required to be geographically located in the State of Georgia where the projects are located. However, the successful A-E firm has up to 45 calendar days after contract award of the IDIQ to establish production capability within the general geographic area. Additionally, successful A-E firm will be required to be licensed or registered within the State prior to the award of a task order for a specific project and shall conform to all laws, rules, and requirements of that State governing the profession of architecture or engineering. Please submit a qualification statement if you believe your firm has the past experience, the required technical capabilities, the ability to obtain the required financial protection against losses and the successful past performance to perform the type of work that will be required under this anticipated acquisition. A brief written description that demonstrates the firm's capabilities of architectural - engineering services.
