- SOLICITATION ATTACHMENT I - PWS Naval Special Warfare Basic Training Command (NSW-BTC) instructor staff requires wilderness leadership training for the professional development for TWO instructors. 2. OBJECTIVES 2.1. Provide NSW-BTC designated instructor staff with the requisite knowledge, skills, and abilities (KSA) to safely and successfully train students throughout the BUD/S and SQT pipeline. Course shall incorporate blocks of instruction on leadership, teamwork, risk management, and wilderness skills. 3. SCOPE 3.1. The contractor shall furnish personnel, management, materials, equipment, permits, and facilities (not otherwise provided by the Government) necessary to create and conduct a ten day custom course of instruction as defined in this PWS. 4. REQUIREMENTS 4.1. Contractor shall provide courses of instruction, as follows: • Contractor shall perform training in an isolated wilderness environment exposing students to the elements. • Training shall last approximately seven days and six nights in duration. • Contractor shall provide any necessary land use permits and conduct training in compliance with any local, State, and Federal rules, regulations, and law. 4.2. Contractor shall maintain an instructor to student ratio of no less than 1:5 • NSW-BTC will send no more than 2 students. 4.3. Contractor shall be certified in the following: • Leave No Trace Master Educator Certification • Swift Water Rescue Technician • Professional Incident Response • As a Wilderness First Responder/ CPR certification • Evidence of the above referenced certifications shall be provided with the quote. Contractors who do not provide evidence of their certifications may not be eligible for an award. 4.4. The Contractor shall provide all course materials: • Course presentations • Multimedia tools • Course workbook and other applicable course material • Any specialized equipment for technical problems not issued by the Government. 4.5. The Contractor shall provide a leadership COI which covers the following topics: • Designated Leadership • Peer Leadership • Active Followership • Self-leadership • Tolerance for adversity and uncertainty • Vision and action • Communication • Self-awareness • Expedition behavior • Judgment and decision-making • Competence • Risk Management • Wilderness Survival Skills 4.6. Contractor shall provide Course Curriculum/Outline and Gear/Consumables List to the component command/s training representative NLT 3 days prior to the start of the first course for review and approval of Course Curriculum and Gear List. Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Governments personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of the contract. 7. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI) 7.1. The Government anticipates no GFP/GFE/GFI for the performance of this effort. The Government will supply its personnel (students) with necessary survival gear. 8. PLACE AND PERIOD OF PERFORMANCE 10.1 CONUS Wilderness Leadership Training Course: The Government requires one COI with an anticipated period of performance from August 11 to 18, 2017. Place of performance is to be determined.
