Description
This is the solicitation notice is for W912D1-17-R-0010 for Kuwait Construction Multiple Award Task Order Contract (MATOC). Regional Contracting Center-Kuwait (RCC-KU) is issueing a Request for Proposal (RFP) the government intends to award more than one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract but not more than six (6), under the Multiple Award Task Order Contract (MATOC) concept for repair, alteration and construction work in the State of Kuwait. Typical work includes, but is not limited to construction and related field contractors to furnish a wide range of repair, alteration and/or new construction work on various real property projects. The contractor shall provide all mobilization, quality assurance, safety, labor, materials, badging and supervision for their work force, not all inclusive list. The work shall include, but not limited to; carpentry, road repair, fencing, roofing, excavation, interior/exterior electrical work, plumbing, HVAC, fire suppression, site-work, sheet metal, painting, demolition, concrete, masonry, welding, mechanical, and minor construction to include construction/assembly of modular type structures i.e., K-Spans and relocatable buildings. The North American Industry Classification System (NAICS) code for this work is 238990, All Other Specialty Trade Contractors. All responsible firms may submit an offer. This procurement is not being set-aside, it's full and open to those contractors with the ability to perform all work in Kuwait by virtue of a business license. These anticipated contracts will consist of a twelve (12) month Base period and four (4), one (1) year Option periods. The total ordering period, to include all Options, shall not exceed five (5) calendar years. Task Orders will range from $2,000.00 to $1,000,000.00. The total of individual task orders placed shall not exceed $49,000,000.00 for all IDIQ contract holders. The selection process will be conducted in accordance with FAR Part 15.3 and DFARS 215.3 source selection procedures. Proposals will be evaluated on 1) Experience, 2) Management/Technical Approach, 3) Past Performance and 4) Financial Capability Statement along with the price evaluation of the Seed project contained in the solicitation. The government intends to award without discussions Prospective offerors must submit their proposals in accordance with Section 00 21 00 of the Request for Proposal W912D1-17-R-0010. The Seed project will be used in addition to the Financial Capability Statement to determine price reasonableness. Questions pertaining to the solicitation and/or the Seed project are due on August 7, 2017, 3:00 PM (local time). The solicitation closing date is scheduled for August 23, 2017, 3:00 PM (local time). Site Visit for the Seed project, Zone 6,Build out Phase II will take place on the following dates: August 14, 15 & 16, 2017, From 0800 to 1200 hours each day. Contractors must contact the Contracting Officer's Representative (COR), 1LT Brandon Smith at Brandon.t.smith102.mil@mail.mil not later than August 9, 2017 3:00 PM (local time) with the preferred date. Contractors should make arrangement as soon as possible for that date they want to attend. No more than 15 individuals are allowed per date. No vehicle will be allowed. No more than 2 representatives from each company. See ATTACHMENT 0005, page 103 of the solicitation for requirements. This solicitation is not a competitive bid and there will not be a formal public bid opening. However, the Request for Proposal (RFP) has a closing date and time which shall be adhered to, no late proposals will be considered.
