- RFI for ELMR upgrades. DEPARTMENT OF THE AIR FORCE 7TH CONTRACTING SQUADRON (AFGSC) DYESS AIR FORCE BASE TEXAS MEMORANDUM FOR PROSPECTIVE OFFERORS FROM: 7 CONS/LGCB 381 Third Street, Bldg 7238 Dyess AFB, TX, 79607-1581 26 July 2017 SUBJECT: Request for Information - Enterprise Land Mobile Radio (ELMR) Repeater Upgrades at Dyess AFB 1. This will be an official Request for Information (RFI) in accordance with FAR Part 52.215-3. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated will be solely at the interested party's expense. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FedbizOpps) at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2. The contractor will design and provide an ELMR system to expand the existing Lackland Core and utilize 12.5 kHz-narrowband-capable equipment that complies with National Telecommunications and Information Administration directives. The system will be configured to support remote network management for the ASTRO25 core, KMF, OTAR, OTAP, and voice recording playback capabilities from JBSA-Lackland. The Dyess Radio Frequency sites will be configured for full Project 25 (P25) mode using GTR-8000 repeaters. The system shall support all existing core functions to include Advanced Encryption Standards encryption, OTAR, and OTAP. Connectivity to JBSA-Lackland will be via dedicated government furnished (nominally T-1) circuits. The contractor shall configure the system in such a way as to consolidate circuits in order to optimize system performance and consolidate signal path connectivity requirements. Respondents should indicate their size in relation to this size standard and indicate socio- economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). 3. The aforementioned information along with interest and capability statements are requested to be provided no later than 04 August 2017. Please answer all of the questions in as much detail as possible. 4. The requests for information are as follows: a. Sources capable of providing and installing the requirement in accordance with the attached Statement of Objective (SOO). b. Estimated price of the acquisition and installation of the requirement. c. Questions and concerns associated with the acquisition and installation of this requirement. d. If there is information required to provide an accurate quote that is currently missing from the attached SOO. 5. The information that is received from this RFI will be used to make the best decision on how to proceed with this acquisition. All information will be kept within the 7th Contracting Squadron, and will not be shared with any other potential offerors.
