- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with HC Photonics, to create a custom Single Photon converter with the following specifications: Single photon converter based on a PPLN chip - 2x1 DFG single photon converter, 895 + 2118 => 1550 nm - Efficiency: >100%/W - Maximum inject-able power at 2118nm: 200mW - Input: 2-meter long fiber with FC/APC connector - Output: 2-meter long fiber with FC/APC connector - Built-in TEC driver is included - Dimension:200x150x30 mm^3 ***** Sole source determination is based on the need to acquire a custom-made Photon Converter. In our quantum repeater research, we need a pair of single photon frequency converters based on PPLN crystal chips and accessories. Such single photon converters are used for input and output signals on both side of the quantum repeater. For this purpose, we request to purchase two single photon converters based on PPLN chips and related accessories. The requested PPLN chips need to be specially designed to fit our specific wavelengths, i.e. using a pump at 2118 nm to convert signal photons at 895 nm to the telecom band at 1550 nm. Due to compatibility, the devices must be a custom product. Since this is a very specialized high-tech new product, there are no such products available at the present time. HC Photonics is the only company who is able to manufacture the product. If without the requested single photon frequency con verters, our quantum repeater experiment could not be continued. *****The North American Industry Classification System (NAICS) code for this acquisition is 334111- Electronic Computer Manufacturing. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Brian Jamieson at Brian.Jamieson@nist.gov. All responses to this notice of intent must be submitted so that they are received at Brian.Jamieson@nist.gov no later than August 3, 2017 at 3:00 PM Eastern Time.
