All contractual and technical questions shall be submitted to Debbie Dills via e-mail at debbie.dills@navy.mil It is the Government ™s intent to utilize the contract resulting from this solicitation to accomplish a Firm Fixed Price, Design-Build contract for the office renovation of Building 143. Building 143 office renovation is a 9000 square foot area of the facility and common spaces that consist of entry vestibules, lobby, corridors, restrooms, janitor closet, open and private office spaces, conference room, storage and telecommunication room and a document control area. The renovation shall provide an accessible facility in accordance with ABA and include disciplines: civil, structural, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, and interior design with a FF and E package. The project will also consist of hazardous materials abatement, roof work, dock work, and removal of several existing windows and infill the openings with material that meets Anti-Terrorism Force Protection (ATFP). The proposed solicitation will be a firm fixed priced contract. Best value continuum trade-off selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals once the Request for Proposal is issued. Estimated cost range is between $1,000,000.00 - $5,000,000.00. The NAICS Code for this solicitation is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5M. A sources sought was issued on 14 July 2017 under solicitation # N4008517R3619 for responses from 8(a) firms in Region V; Service Disabled Veteran Owned Small Businesses (SDVOSB); Historically Underutilized Business Zone (HUBZone) concerns; Woman Owned Small Businesses (WOSB); and Small Businesses. The sources sought did not provide two qualified concerns for the classifications listed above. Therefore, this solicitation is issued as a 100% Small business Set-aside. The small business office concurs with the set aside determination. Approximate release date is 10 August 2017 with proposals due no earlier than 30 calendar days after the actual release date. The apparent successful offeror must be registered in the System for Award Management (SAM) database prior to contract award. Offerors not already registered in the SAM database are highly encouraged to do so via Internet at: http://www.sam.gov. Registration in SAM is free.
