- Description
- The Millennium Challenge Corporation (MCC) intends to award a sole source firm-fixed price (FFP) contract to AARC Limited of Dublin, Ireland. The purpose of this contract is for AARC to address peer reviewer comments on their final report titled "Consultant's Services for the Conduct of KALAHI-CIDSS Subprojects Cost Study," which was originally contracted by Millennium Challenge Account (MCA)-Philippines. MCA-Philippines closed before the peer reviewer comments could be addressed, so MCC intends to contract directly with AARC to complete the work. Given that AARC wrote the original report, no other contractor would be suited to address the peer reviewer comments without substantial duplication of effort and cost. The institutional knowledge gained by AARC as well as all of the data gathered under the original action would be lost if this action was competed. The period of performance for this effort is 60 days and the total estimated value is $50,000. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals or quotes; however, any and all responsible sources may submit a quotation or a capability statement, which, if received within fifteen (15) calendar days of the publication of this notice, shall be considered by MCC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Any quotation/response must be emailed to Raymond Staniewski (staniewskirj@ mcc.gov) and Jacqueline Naranjo (naranjoj@mcc.gov) by 12:00pm ET on August 10, 2017.
