- N00164-16-G-JQ18-P00003 - SOLE SOURCE - SPECIALIZED SPECIAL MISSIONS EQUIPMENT (SME) SOFTWARE/HARDWARE AND TECHNICAL SUPPORT - FSC 1680 - NAICS 336413 Anticipated Issue Date 26 JUL 2017 - Closing Date 21 AUG 2017 - 2:00 PM Eastern Naval Surface Warfare Center Crane Division (NSWC Crane) intends to issue a modification under Basic Ordering Agreement (BOA) N00164-16-G-JQ18, with Sierra Nevada Corporation in Centennial, Colorado, to procure highly specialized Special Mission Equipment (SME) hardware and software, as well as, technical support for the EP-3 and SPA programs. The anticipated total value of this modification is $5,950,000. This synopsis is issued to advertise the BOA and requirements that will be met through orders placed under the BOA for a four year period. The overall contract ceiling for BOA N00164-16-G-JQ18 will increase by $5,950,000. The BOA was put in place in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The period of the BOA was for five years beginning in March 2016. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency's requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
