Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposal and no contract will be awarded from this notice. No solicitation, draft Statement of Objectives is available at this time. A Sources Sought is a market research tool used to: determine the availability and adequacy of industry sources to support the above described efforts; to determine the method of acquisition; and subsequent issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This Sources Sought supports Arnold Engineering Development Complex (AEDC) at Arnold AFB, TN, market research efforts for engineering, programmatic and technical Advisory and Assistance Services. Advisory and Assistance Services will support requirements to 1) provide specialized expertise in Test and Evaluation (T&E) of High Speed and Hypersonic (HS/H) weapon systems; 2) support development of new T&E technologies; 3) support establishment of new T&E facilities and capabilities; and 4) support T&E of HS/H systems. Oversight of these activities will be performed by Government personnel in Test Operation's Hypersonic Test Branch (AEDC/TSTH). The HSST and HyTIP programs require unique and specialized expertise in the test and evaluation, technology development, and facility design for hypersonic weapon systems fields. In order to execute the mission for these two programs, the contractor must possess recognized expertise in several highly specialized fields, including but not limited to the following: • Boost-glide and scramjet vehicle design test and evaluation • Scramjet engine operation and testing techniques • High-pressure, high-temperature storage heaters and air delivery systems • Hypersonic flight test techniques and measurements • Hypersonic wind tunnel test operations • Arc jet test operations • Multispectral imaging and LIDAR measurements • Uncertainty assessment and quantification Firms whose capabilities can support Advisory and Assistance Services may submit a capabilities statement and provide a response to the survey questions indicated below to miriam.james@us.af.mil not later than 3 Aug 2017, 12:00pm CST.
