- The Air Force Technical Applications Center (AFTAC), Nuclear Treaty Monitoring (TT) Directorate, Patrick Air Force Base, Florida, Contracting Office AMIC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source, Booz Allen Hamilton, Inc. (BAH). The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(a)(2)(iii): For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. This follow-on contract is intended to continue the Time Dominant Operations Center (TDOC) efforts, CAAS IV contract FA4890-12-D-0019-0112, which expires 20 September 2017. The scope of this effort, starting on 21 September 2017, is to provide Systems Engineering and Technical Assistance to AFTAC and baseline existing AFTAC capabilities (infrastructure, information technology, facilities, data access, personnel, training, etc.). Utilizing this established baseline, the secondary objective will be to provide strategic planning and requirements analysis to implement a Time-Dominant Geophysical Data Operations Center and Multi Source Analysis Squadron, including a gap analysis and alternatives in cost, schedule, and performance in order to meet this objective. The North American Industry Classification System Code (NAICS) is 541330. Therefore, it has been determined that BAH is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fourteen (14) days of the issuance of this notice. AMIC DET 2 OL/PKA (Patrick AFB, FL) will consider responses received by 10:00 A.M., EDT, on 10 August 2017. Inquiries will only be accepted via email to Mr. Kevin J. Powell at kevin.powell.16@us.af.mil. No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. OMBUDSMAN AFFARS 5352.201-9101 (JUN 2016): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Christopher S. (d) The ombudsman has no authority to render a decision that binds the agency.
