Description
The Florida Army National Guard - United States Property and Fiscal Office for Florida intends to solicit on a limited source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to: Carleton Technologies, Inc. 10 Cobham Drive Orchard Park, NY 14127 for the procurement of twenty-four (24) Part #: B47310-1 - Parachutist Bailout Systems. The Parachutist High Altitude Next Generation Technology Oxygen Mask (PHANTOM) Jump Bottle System is used primarily by military parachutists to provide supplemental oxygen during High Altitude Low Opening (HALO) and High Altitude High Opening (HAHO)/Stand-Off missions using both Military Free Fall (MFF) and Double Bag Static Line (DBSL) modes of deployment. The PHANTOM Jump Bottle System can support exit altitudes up to 35,000 feet (ft) mean sea level (MSL) when used with the Parachutist Oxygen Mask (POM) or the Parachutist High Altitude Oxygen System (PHAOS) parachutist oxygen mask. The PHANTOM Jump Bottle System consists of an oxygen cylinder, a pressure reducer, and an oxygen hose with connectors. The PHANTOM is currently the only US Army approved safe for flight 3000 PSIG Bailout System. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 5:00 pm EST, 4 August 2017. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses shall be submitted via email to Jeffrey.d.moore14.mil@mail.mil.
