GPAT NIHLM201701005-UHP Statement of Work NIHLM201701005-UHP Solicitation NIHLM201701005-UHP This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. The procurement is being conducted under Contracting by Negotiation in accordance with FAR Part 15. This announcement constitutes the formal Request for Proposal (RFP) NIHLM201701005-UHP. The resultant contract will be a Fixed-Price. The solicitation document and incorporated provisions and clauses are those in effect through January 19, 2017 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-95. This acquisition is NOT small business set-aside and the North American Industry Classification System (NAICS) code is 813920, Professional Organizations. The purpose of this contract is: 1) to identify organizations and researchers involved in health services research projects of merit and solicit their participation in HSRProj (Health Services Research in Progress) database; 2) to coordinate the selection, collection, review and editing of research projects from publicly available resources, and of submissions from a wide variety of funders and producers of ongoing health services research projects for inclusion in HSRProj; 3) to identify unmet training needs of the health services research community that might be addressed by the NICHSR and its partners, one aspect of which shall be to develop and implement an instructional plan to educate health service researchers about the NICHSR and HSRProj including a workshop at the annual research meeting of AcademyHealth and a webinar or other educational endeavor designed by the contractor; 4) to conduct a research project resulting in a publishable article, and 5) to identify unmet information needs of the health services research community that might be addressed by the NICHSR and its partners. Other tasks consistent with the purpose of the contract may be arranged for conduct during the base year and/or the option years with the agreement of both parties and contingent on the availability of funds. It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for one base year will begin on or about September 15, 2017 through September 14, 2018 with options for four (4) successive one year periods. TECHNICAL EVALUATION FACTORS Technical factors are of paramount consideration in the award of the contract; however, price is also important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. The Government can make tradeoffs among price and technical factors in determining which Offeror offers the best value by awarding to other than the lowest price Offeror or other than the highest technically rated Offeror. Offerors are advised that award will be made to that Offeror whose proposal provides the best overall value to the Government. TECHNICAL EVALUATION CRITERIA In determining which proposal represents the best value and results in the lowest overall price alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs, the Government shall evaluate proposals using the following technical evaluation criteria, which are listed in the order of relative importance with weights assigned for evaluation processes: FACTOR WEIGHT CRITERION A - TECHNICAL APPROACH (40%) Offerors must demonstrate the ability to provide a successful solution and approach to all requirements as stated in the Statement of Work. Technical approach must demonstrate knowledge of health services research (HSR) and of the organizations involved with the funding and conduct of HSR. Technical approach must demonstrate knowledge of and substantive experience with identifying the current state, upcoming trends and emerging issues in health services research (HSR), including public health systems and services research and health informatics, as defined in the Statement of Work. Technical approach must also demonstrate knowledge of and experience with leading organizations and individuals who fund, conduct, disseminate and/or implement health services research. Offerors shall demonstrate evidence that they can accomplish the tasks to be performed and provide oversight to ensure the desired level of quality control as stated in the Statement of Work. Offerors must be able to generate data in valid XML format based on a DTD provided to them by NLM and to ftp said data to NLM's designated location. Offerors with experience using grants and contracts distribution and tracking systems are highly desirable. CRITERION B - STAFFING AND PERSONNEL (30%) Evidence should be provided to support the proposed staffing levels for this project. Offerors should provide resumes showing that key personnel have advanced training and skills in health services research, public policy, public health and/or health informatics as well as demonstrable knowledge of and experience interacting with the organizations and individuals who fund, conduct, disseminate and/or implement health services research. Personnel should also include individuals who have advanced library or information management skills in addition to demonstrable knowledge of health services research and experience interacting with the organizations involved with the funding and conduct of HSR. Key staff should also have a demonstrable knowledge of and ability to interact with organizations involved with the funding and conduct of HSR, as well as with leading health services researchers, health practitioners, health policymakers and others who are actively engaged in defining, conducting, evaluating and implementing HSR. Key staff should have at least a Masters or higher degree in health services research, public policy, public health and/or health informatics; at least one person with a doctorate in one or more these fields would be highly desirable. Key staff should have at least 5 years' experience in health services research, including developing and maintaining databases; they should also have demonstrable knowledge of and ability to interact with organizations involved with the funding and conduct of HSR, to reliably obtain the data needed to populate the HSRProj database. Offerors with demonstrable experience with content and methods related to the conduct, dissemination, implementation and evaluation of comparative effectiveness research, patient-centered outcomes research, translational and dissemination research, health technology assessment and disparities research are highly desirable. CRITERION C - PROPOSED FACILITIES AND EQUIPMENT (15%) Offerors shall describe the availability and proposed utilization of appropriate facilities, equipment and software required to successfully perform the work requirements and services as needed for required analyses, webinars, conference calls etc. This includes the availability of space for staff and meetings with the government representatives and the HSR Information Advisory Committee, equipment such as telephones, computers, networks, internet access and standard office facilities. Offerors must also describe the software and related technology to support secure real-time interactions with the National Institutes of Health (NIH) and National Library of Medicine (NLM) systems, databases and services related to the HSRProj database and system. Offerors must describe how it will be able to access the HSRProj data maintenance system to make record modifications and deletions. Offerors must describe how it will be able to transmit records and related data in XML format via ftp from a DTD provided by the National Library of Medicine. CRITERION D - PAST PERFORMANCE (15%) Offerors shall demonstrate successful past performance by providing recent and relevant past performance information for three to five contracts within the past five years. Previous projects should be of similar size and scope. Three past performance documents are requested. Past performance sources shall display evidence of related corporate experience of similar complexity and difficulty. Offerors shall demonstrate a commitment to customer satisfaction and timely delivery of high quality products and services. For evaluation of the 508 Compliance factor, NLM shall assign a compliant/not compliant rating for this evaluation factor. If the vendor submits a GPAT that addresses the Section 508 requirements applicable to this requirement, it is rated as "compliant" rating. If the vendor's GPAT does not address the Section 508 requirements applicable to this requirement, it is rated as "not compliant" rating. All proposals received by Wednesday, August 23, 2017 at 4:30 P.M., EST (Eastern Standard Time) will be considered by the National Library of Medicine.
