- Specs The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with AWC, Inc. for twenty (20) Honeywell Durafet III Emersion Probes, four (4) Universal Dual Analyzers, and eight (8) 20" Durafet Adapter Cables for the Atlantic Oceanographic and Meteorological Laboratory (AOML) in Miami, FL. Justification for Sole Source NOAA/AOML has a requirement for pH electrodes, dual analyzers, and adapter cables to accurately measure pH levels and help maintain experimental tank treatments of high and low pH. AOML is currently using these units in their Future Reef lab with much success. It is standard practice in the scientific community to utilize the same equipment to collect data for ongoing projects. Over time, using different products can cause fluctuations in data, making it difficult for scientists to determine if the fluctuations were due to the changes in the environment or the products. By using the same equipment the government can ensure consistent measuring and functionality with the current system. Honeywell brand Durafet III pH electrodes and the accompanying UDA2182 analyzers are the only products that can meet the precision (accuracy: 0.001, stability 0.0005/mo) specifications and the listed technical requirements attached. AWC, Inc. is the only authorized Honeywell Industrial Process Controls distributor for the Florida territory. The government does not know of any other source that can meet these criteria, or authorized distributor in the state of Florida for these Honeywell brand products. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
