- Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing an Electrochemical Microscope Probe in support of the Materials Measurement Science Division (MML) for the Materials for Energy and Sustainable Development Group at NIST. Electronic Microscope Probe is to measure material properties from various electrochemical techniques such as scanning droplet cell and scanning electrochemical microscopy. After market research results are obtained and analyzed, minimum requirements specifications for the supply purchase will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 1,000 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. The NIST Materials for Energy and Sustainable Development Group is interested in a unit that is capable of meeting the following requirements: 1.Scanning Electrochemical Microscope Probe System a.Must have a XYZ positioning system that is completely driven with direct drive piezoelectric motors; no axis movements are to be reliant upon stepper motors or screws. b.The optical linear encoder must have a resolution to 50-nm and travel distance of 100-mm on each axis. c.The positioner must have velocity range of 1um/sec to 10mm/sec. d.System must control scanning probe techniques (i.e. scanning droplet cell and scanning electrochemical microscope) from a single base controller. e.System must contain an outboard lock-in amplifier for the SVET, SKP technique having the following specifications: - noise sensitivity of 13fA/s -frequency range of 1mHz to 250kHz - Full-scale sensitivity of 10nV to 1V in a 1-2-5 sequence - analog signal outputs must be updated every 1 MS/sec. i.System must have outboard Potentiostats with EIS measurement capabilities and measuring 650mA continuous current having a current resolution of 122aA. Potentiostats must also be able to be used in traditional 2-electrode and 3-electrode electrochemical applications separate from use in the scanning probe system j.System software must be pre-loaded on a notebook computer with: Windows 7 64-bit operating system, Intel Core i7 processor. k.System installation and training must be performed on customer's site by a trained scientist from the vendor. l.System must be capable of measuring local corrosion events of 5uA/cm2. m.A key component of the research is compatibility with the vendor software to communicate with Labview. n.Flexibility of the system (i.e. hardware, probes) to include the option of an aperture for solar illumination. 2.Scanning Droplet Cell Technique package containing all necessary equipment and software to conduct SDC analyses including: counter electrode, reference electrode, flow channel with both inlet and outlet stream flowrate control, and mounting package to the z-axis of the positioning system. 3. Advanced DC Voltammetry Potentiostat designed for operation with grounded cells and electrodes, specialized filters for float mode operation for enhanced signal/noise ratio. The software from the vendor should be included. Instruction to Responders: Companies that are capable of providing this Electrochemical Microscope Probe are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: -Name of the company(s) that offers the required Electrochemical Microscope Probe. In addition, provide a point of contact for the company(s). -Indication of the number of days, after receipt of an order that is typical delivery for the Electrochemical Microscope Probe. Installation and training of the system will also be required, so also indicate the number of days needed for installation and training. -Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. -Interested vendors shall address the OEM parts country of origin. -Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
