Draft SOW for NSW Industry Day 2017 Special Notice Announcement for a Nonstandard Weapons (NSW), Parts and Accessories Industry Day 2017 OVERVIEW The Project Manager Soldier Weapons (PM SW) will be hosting a NSW Industry Day on Wednesday, 30 August 2017, at Picatinny Arsenal, New Jersey. This notice is for planning purposes only and constitutes a request for exchange of information pursuant to FAR 15.201. The purpose of this industry day is to exchange information to improve the understanding of Government requirements by industry, and to improve Government knowledge of industry capabilities. The Government intends to use this forum to better refine its requirements, not to elicit trade secrets. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The Government does not intend to award a contract on the basis of this Industry Day. Offerors are directed to NOT submit proposals at this time. NOTE: The Government will not be responsible for any expenses incurred by a vendor's decision to participate in the NSW Industry Day. All travel and other associated costs are to be assumed by the interested vendor. INDUSTRY DAY FORMAT The NSW Industry Day will start at 8:30 am Eastern on Wednesday, 30 August 2017, with check-in beginning at 8:00 am. A general session for all interested vendors is tentatively scheduled for the morning. During the morning session the Government plans to cover the following: 1) NSW Overview Requirements 2) Sample Order The general session will be followed by one-on-one sessions with interested vendors in the afternoon. Each one-on-one session will be approximately thirty minutes long. Vendors may address any comments, questions and/or concerns on the draft NSW Statement of Work (SOW), Sample Order, and any other topics related to the NSW Mission. Participants will receive their scheduled timeslot when they check-in on the morning of 30 August 2017. All vendor information will be treated confidentially and discreetly. No sales pitches will be allowed from industry, or giveaways. No cameras, tape recorders or other reproduction devices will be allowed. INDUSTRY QUESTIONS Participants are encouraged to review the attached SOW and Sample Order (tentatively being released within one (1) week of this posting). The Government encourages submissions of any questions/comments/concerns by 21 August 2017, to allow for discussion/response at the NSW Industry Day. All questions and answers received prior to and during the Industry Day will be posted on Federal Business Opportunities (www.fbo.gov) after the NSW Industry Day is conducted. Reminder: Restrict questions/comments/concerns to the NSW Mission. Questions concerning funding and timing of the prospective RFP will not be answered. The only information the Government can reveal at this time is that an RFP is anticipated to be released on or around October 2017. GENERAL REGISTRATION INSTRUCTIONS No more than two (2) representatives may attend from each company. This restriction will be strictly enforced. All registrants must provide a Government form of photo identification at check-in. Interested participants must register NO LATER THAN Monday, 21 August 2017. Registrants shall contact Molly Michaud, Contract Specialist, via email at, molly.l.michaud.civ@mail.mil. Interested vendors should include the following details in the registration email: company name; CAGE code; names of each of the up to two (2) representatives who will attend the Industry Day; and the nationality of each attendee. (Note, Foreign Nationals or Foreign Representatives please see additional instructions below). No later than 9:00 am EST on 28 August 2017, vendors should email Molly Michaud the vehicle make, model and license plate number for registration at the Picatinny Arsenal Visitor Control Center. If a rental vehicle will be used to access the base, please identify this in lieu of the vehicle details. Any request for a substitution of personnel must be received no later than 48 hours in advance of the scheduled Industry Day and is subject to approval by the U.S. Government. All visitors will be required to check-in first at the Picatinny Arsenal Visitor Control Center building, located outside the Main Gate. The Visitor Control Center opens at 7:00 am. Visitors will need to show a photo identification (passport for foreign individuals) and proof of vehicle insurance/registration at Visitor Control, after which temporary badges and vehicle placards will be provided. Temporary badges must be displayed at all times while on the installation. Upon completion of the visit, all visitors must return their temporary badges to the Visitor Control Center, or with the gate guard(s). All vehicles entering the base will be subject to a full search for prohibited items and contraband. Prohibited items include: weapons; ammunition; drugs; alcoholic beverages; photographic equipment; and recording devices. These items will be confiscated and violators cited by the Picatinny Police. Upon entry to Picatinny Arsenal, proceed to Building 10, Phipps Road, Picatinny Arsenal, NJ 07806. Access the Building 10 Army Contracting Command - New Jersey (ACC-NJ) overhang, where a Government representative will meet you to allow entrance into the building. Once visitors enter the ACC-NJ premises, they must be escorted at all times within the building. An escort will bring you to Building 9, Training Facility (attached to building 10) where the check-in and general session of Industry Day will occur. ADDITIONAL REGISTRATION INSTRUCTIONS FOR FOREIGN NATIONAL AND/OR FOREIGN REPRESENTATIVE A Foreign National (FN) is a person who is not a citizen or national of the United States unless that person has been lawfully admitted for permanent residence in the United States under the Immigration and Naturalization Act (Title 8, United States Code, Section 1101 et seq.). In accordance with ITAR, it also means any foreign corporation, business association, partnership, trust, society or any other entity or group that is not incorporated or organized to do business in the United States, as well as international organizations, foreign governments, and any agency or subdivision of foreign governments (e.g., diplomatic missions). Foreign visitors must submit a letter on company letterhead from the visitor's employer or designated office, signed by an individual from the security or personnel office at that location, or a Department Head of the visitor's organization. A letter template is provided below. Additional information must be supplied with the official letter; reference below for details. Submission of the letter and corresponding documentation must be emailed NO LATER THAN 31 July 2017, to the following points of contact: (1) Molly Michaud ACC-NJ Contract Specialist Email: molly.l.michaud.civ@mail.mil (2) Edward Longo ACC Foreign Disclosure Officer Email: edward.j.longo.civ@mail.mil The letter must include the following information, either included within the letter or as an attachment: 1 - Full name of the visitor(s) 2 - Nationality (scanned copy of front and back of the INS documentation, e.g. green card) 3 - Passport (scanned copy of front and back of internal passport information) 4 - Date of birth 5 - Place of birth 6 - Position and title of the visitor(s) 7 - Work Identification Card 8 - The ACC point of contact's name of who you are visiting, office symbol, phone number, email address and fax number (this information is included in the letter template provided below) 9 - Detailed purpose of the visit and date of the visit Foreign visitors are not authorized to bring their privately owned vehicle onto Picatinny Arsenal. Foreign visitors must be escorted at all times while visiting ACC-NJ. Transportation will be arranged directly with the company representatives and the Contract Specialist. No cameras or digital media recording devices are authorized. All foreign visitors wishing to visit ACC-NJ are responsible for understanding the above requirements and complying with all Picatinny Arsenal rules and regulations. LETTER TEMPLATE COMPANY LETTERHEAD Date of Request Letter To: Commander US Army ARDEC, RDAR-CIS Attn: ARDEC Foreign Disclosure Officer Building 93 Picatinny Arsenal, NJ 07806 The purpose of this letter is to request that full name(s) of visitors, with date of birth and place of birth, visit US Army ARDEC at Picatinny Arsenal, NJ on proposed date of visit to detailed purpose of visit request. Our visitor(s) will be meeting with Molly Michaud, ACC-NJ, 973-724-7439, molly.l.michaud.civ@mail.mil. The position of the visitor(s) and title is state position and title of each visitor. Attached are copies of the visitor's passport (Scanned copy of front and back of passport) and nationality identification (Scanned copy of front and back of INS documentation/green card). We understand that our visitors must have their passport as the primary form of identification for the date(s) of the visit to ARDEC, Picatinny Arsenal. All visitors are required to process through Picatinny Arsenal Main Gate, and must process through Picatinny Arsenal Visitor Control Center. All visitors will receive a temporary badge that must be displayed at all times while on the installation. Upon completion of the visit, all visitors must return their temporary badges to the Picatinny Visitor Control Center. For the auspices of this visit request, we fully understand that our visitors are not authorized to bring their privately owned vehicles onto Picatinny Arsenal. Our visitors must be escorted at all times by US Army ARDEC personnel while visiting Picatinny Arsenal. Failure to comply to the instructions set forth in this letter may result in a misconduct report to be filed with Picatinny Arsenal Garrison Police Department. We have also included a copy of the work identification document that certifies the visitors are employed by our company (Scanned copy of work identification card/employment verification). I understand that name of company visitor's are employed by will assume the full responsibility of the conduct of all visitors while visiting US Army ARDEC.
