- PDF Copy of the Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: RTI International 3040 E. Cornwallis Road, PO Box 12194 RTP, NC 27709 In accordance with FAR 5.207(c), SAMHSA's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: Substance Use and Emerging Issues in the Workplace Toolkit (SUEIWT) (3) Manufacturer: N/A (4) Functional Description: Substance Use and Emerging Issues in the Workplace Toolkit (SUEIWT) (5) Predominant material of manufacture: N/A (6) Quantity: N/A (7) Unit of issue: N/A (8) Destination information: HHS/SAMHSA 5600 Fishers Lane Rockville, MD 20857 (9) Delivery Schedule: N/A (10) Duration of the contract period: September 1, 2017 through August 31, 2018 (11) Sustainable acquisition requirements: N/A (12) Description of Procedure: This is a pre-solicitation notice of intent to sole source. This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than August 14, 2017. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: RTI International 3040 E. Cornwallis Road, PO Box 12194 RTP, NC 27709 RTI has the unique ability to utilize its subject matter knowledge and resources to bring the best available knowledge base to developing and implementing the online workplace toolkits on substance use emerging issues for federal/non-federal, public/private workplaces, employees and their families and associated organizations. Their expertise related to this work include past experience in the design of evaluation studies; development of logic models and conceptual frameworks; use of large-scale data collection methods, including mobile survey platforms; design survey instruments and interview guides; conduction of focus groups and key informant interviews in the development of toolkits; systematic and comprehensive literature reviews; needs assessments; and development of interactive tools for employers and their employees. RTI can act as a natural convener and coordinator of stakeholder's information and needs requirements from federal and non-federal workplaces; and provide a dedicated staffing team to manage the provision of developing and producing a substance use emerging issues toolkit for federal and non-federal workplaces, their employees and families required under this purchase order.
