Description
The contract resulting from this solicitation is to accomplish a Firm Fixed Price, Design-Bid Build contract to repair and rehabilitate Bridge 1945, Heaney Memorial Bridge, by correcting known deficiencies and upgrading the existing structure to current standards for safety and design loading. Contractors that want to work as either a prime contractor or subcontractor on this project must be a prequalified contractor with Indiana Department of Transportation (INDOT). Prime contractors must be prequalified with a prequalification work type code of D(a) Highway or Railroad Bridge Over Water. The project shall comply with all National Historic Preservation Act of 1966 (NHPA) requirements to ensure a finding of no adverse effect is maintained with the construction/rehabilitation in coordination with the Indiana State Historic Preservation Office (INSHPO). The existing structure is a two span, corrugated metal double-barrel culvert structure with mortared fieldstone headwalls spanning First Creek that carries Highway 5 in an east/west direction from the Crane gate to the administrative area of the base. The scope includes widening the shoulders and overall structure by means of a slip lining method with an aluminum liner plate, widening the existing pier and abutments including driven piling and cast-in-place concrete, repairing the masonry headwalls by deconstructing the existing headwalls and building new headwalls using cast-in-place concrete and reusing the existing fieldstone for aesthetic treatment, milling and overlaying the existing roadway, upgrading all guardrail, signage, and markers, regarding erosion losses at the spill slopes, and providing proper drainage features at the four corners of the bridge. A temporary bypass for traffic has been constructed in advance of the project; therefore, there will be no active traffic on the existing structure during construction. However, maintenance of traffic is still required. The proposed solicitation will be a firm fixed priced contract. Low Price Technically Acceptable selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals once the Request for Proposal is issued. The NAICS Code for this solicitation is 237310, Highway, Street, and Bridge Construction. The Small Business Size Standard is $36.5M. Estimated cost range is between $1,000,000.00 and $5,000,000.00 A sources sought was issued on 14 July 2017 under solicitation # N4008517R3621 for responses from 8(a) firms in Region V; Service Disabled Veteran Owned Small Businesses (SDVOSB); Historically Underutilized Business Zone (HUBZone) concerns; Woman Owned Small Businesses (WOSB); and Small Businesses. The sources sought did not provide two qualified concerns for the classifications listed above. Therefore, this solicitation is issued as an unrestricted procurement. The small business office concurs with the set aside determination. Approximate release date is 09 August 2017 with proposals due no earlier than 30 calendar days after the actual release date.
