- Request for Information (RFI) VA118-17-N-2365 Office of Information and Technology (OI&T) Visualization Development The purpose of this Sources Sought Notice is to search for qualified vendors capable of meeting the requirements as stated within this RFI. Introduction: VA Office of Information Technology (OI&T) requires a proven and immediately available visualization solution to depict Veterans Information Systems and Technology Architecture (VistA) subsystems, reveal complex interdependencies, identify gaps and redundancies, all mapped to current development and sustainment projects. Through this analysis and visualization, VA will be able to maximize effectiveness and efficiencies moving forward with the major Electronic Health Record (EHR) modernization transformation effort, as well as validate plans to retain, augment, replace or decommission VistA functionality which is not part of the EHR. Optional visualization requirements include complex and high priority programs such as Benefits Delivery Network, Financial Management Business Transformation, Enterprise Data Architecture Modernization, Data Center Consolidation, Legacy Applications Modernization, and Applications Cloud Migration. Requirements: OI&T requires an existing visualization solution through rapid engineering and analyses of disparate information sources to build visual representations of complex projects, processes and organizations and rapidly deliver a comprehensive work product that captures and thoroughly depicts interdependent operations, projects and systems. The required visualization engineering will use a structured methodology that incorporates functions, skills, processes, finance/funding, accountability, assets, schedule, program management, vision, objectives, and security based on business customer needs to uncover gaps and duplication in processes, and interdependencies of projects and organizations. Working directly with many different aspects of VA, visualization engineers will produce a comprehensive work product that creates a shared understanding in a single view diagram incorporating four to five levels of an organization across multiple dimensions and perspectives. This is a RFI only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Submittal Information: This is a request for information (RFI) only. It is requested that all companies interested in participating in this effort note their interest and provide indication of their respective capabilities to perform the effort described above. Marketing material will not be accepted as an indication of capability. Only responses related to the Government s requirements as listed above will be considered. Provide, at a minimum, the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status NAICS code(s) Socioeconomic data Data Universal Numbering System (DUNS) Number Please identify your company s Small Business size status based upon the applicable NAICS code of 541990. For more information refer to http://www.sba.gov/. The Government has selected the applicable NAICS code for this RFI. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. Is your company currently providing similar solutions to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside the federal government). Provide the following information on a maximum of three similar projects. All projects referenced must have been completed within the last three years for which the responder was a prime or subcontractor. Please provide the visualization product available to you that meet the requirements above. Please indicate any and all scheduled contracts your company may have (i.e. General Services Administration (GSA) Schedules, Government Wide Acquisition Contracts (GWAC), etc.) with specific regard to this RFI and the requirements hereunder? Please include Contract Number, expiration date, etc. Detail the process and procedure in which you would complete analysis, specifically, how you will address interdependencies, gaps and redundancies. Detail how this effort will be managed with the ability to allow for additional optional top-priority complex programs to be added throughout the period of performance. Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member s capabilities and prior experience as it relates to the requirements. Please provide positive or negative feedback regarding the RFI such as recommended changes, noted exceptions, ambiguities, etc. Indicate if your solution is commercial-off-the-shelf, commercially modified or non-commercial. Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. All responsible sources may submit a response in accordance with the following: No more than 15 pages (excluding transmittal page) Include the name, email address and phone number of the appropriate representative of your company. Submit your response via email to Den-el Opuszynski, Contract Specialist at den-el.opuszynski@va.gov referencing VA118-17-R-2365 in the subject line. Submit your response by 2:00 P.M. (EST) on August 2, 2017. Mark your response as Proprietary Information if the information is considered business sensitive. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 15 page limit.
