- Bid Items Quote Schedule Scope of Work This is a combined synopsis/solicitation for commercial services, reference number W9123617Q0013, prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This synopsis/solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for commercial items (Reference Class Deviation 2016-O0009 - Permanent Authority for Use of Simplified Acquisition Procedures for Certain Commercial Items, from Federal Acquisition Regulation (FAR) 13.5.) This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-95 and DFARS Change Notice 22 December 2016. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The successful offeror shall accept the binding order by written acceptance of the SF1449 prior to undertaking performance. This RFQ is issued as a 100% set-aside for small business concerns. The NAICS code is 561720, and the small business size standard is 18 million dollars. See the attached Quote Schedule and Location Detail documents for additional information regarding performance locations. Interested Offerors will have an opportunity to visit the above location. Arrangements for inspecting the site of work shall be made with Mr. Anthony Lockridge, Facility Manager, U.S. Army Corps of Engineers, Gathright Lane off of Coles Mtn. Road, (P.O box 432), Covington, VA 24426. Telephone (540) 962‐1138 The proposed contract contains provisions for a One (1) year Base Period with four (4) - 1 year Option Periods, and the contract is anticipated to start 1 Oct 2017. Unless otherwise specified in the proposed contract resulting from this solicitation, the Government is responsible for the performance of all inspection requirements and quality control. Inspection and Acceptance shall be at destination by the Government. Quote Submission Requirements When submitting pricing for consideration, please provide a breakdown of prices in sufficient detail for the Government to determine if your proposal is fair and reasonable for the Base Period and all applicable Option Periods. Failure to address any of these areas of this RFQ may result in an "unacceptable" rating and disqualification for award. Proposals submitted will be evaluated by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation offers the lowest price.
