- Purpose: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Notice is a Request for Information (RFI) to: 1. Identify potential cost savings within an existing Federal Government Grants Coding System. 2. Investigate the feasibility of converting the existing Grant Coding System to a new On-Premise or FedRAMP certified, cloud-based system. Information submitted in response to this RFI will be used confidentially by the Government to assess the feasibility of migrating the current system to the cloud, and/or replacing the existing system with one that is already cloud-based. This document does not constitute a Request for Proposal (RFP) nor a commitment to issue a Request for Proposal by the National Institutes of Health (NIH). The NIH is not currently accepting offers, nor will the information provided be evaluated or considered as an offer. The NIH is not responsible for any cost incurred by a contractor in responding to this announcement. The following questions are intended to help NIH learn more about innovations and best practices for Grants Coding solutions. Answers to these questions are optional, however the NIH encourages companies to submit responses based on their knowledge and experience with this service in the commercial and Government marketplaces. Based on the information provided, and as part of its ongoing market research, the NIH may contact individual respondents for additional information and/or demonstrations. All information provided will be kept confidential and will be utilized for market research purposes directly related to the work described above. Background: The Scientific Coding System (SCS) OnDemand is an NIH Enterprise IT solution offered as a subscription service to all NIH Institutes, Centers, and Offices (NIH/ICOs). SCS facilitates the scientific coding of grants, contracts, intramural projects, and inter-agency agreements. The data are retained indefinitely and internally by each NIH/ICO. It is a comprehensive web-based application that helps address the grants tracking, scientific coding and reporting needs of each specific NIH/ICO. Currently six NIH/ICOs are using the system. We have been tasked with identifying potential cost savings as well as investigating feasibility of moving services to a FedRAMP certified Government cloud. This solution must take advantage of scalable compute capacity to deliver a secure, browser independent, environment capable of supporting multiple needs with private/restricted data sets. Ultimately, the solution will promote data sharing and make collaboration easy and efficient, creating a sustainable community environment leveraged by multiple partners. Information Requested: 1. Please describe your experience in deploying data analytics solutions in cloud environments. a. Do you have a current Service Level Agreement or what Service Level Objectives have you developed for your customers? b. Can you provide examples where organizations have utilized your product/solution, resulting in cost savings? c. If you are recommending a cloud-based solution please describe any experience in deploying FedRAMP certified solutions in the cloud and onsite. 2. Which tools do you offer to achieve the following goals? a. Collaboration portal for community/shared development and code/data reuse. b. Databases technologies supported (Structured Query Language (SQL), non-SQL (NOSQL), In-Memory, etc.). c. Harmonizing data with other data sets. d. Creating standardized metadata for data discovery. e. Tools for better data management for data owners and end users. f. Data analysis and archiving of code. g. Data visualization. h. Provide a secure innovation space with the ability to experiment and innovate with new code, products, tools, and services to with restricted data sets. i. Ability to send/receive restricted data sets meeting Government Security Policies and Statutory Requirements. 3. Assurance of data security and privacy protections are critical to the operation of this capability. To meet the needs of the broader community and to comply with government security regulations and initiatives, all cloud-based solutions must be able to obtain FedRAMP authorization in a secure, Government private community cloud. Please describe the status of your FedRAMP compliance and attach a copy of any certifications. 4. What commercial/industry standards does your company employ for mitigating, managing, and preventing data breaches or data being stolen? For example, but not limited to, automated code checking and scanning; automated security scanning, logging, and reporting for prevention of intrusion, exfiltration, etc. 5. Additional comments relevant to this RFI, and addressing issues that are not specifically mentioned above, are also encouraged. How to Submit a Response: Responses to this RFI should be emailed to mary.muir@nih.gov in Word or PDF format document, not to exceed twenty (20) pages (8.5" x 11", 12-pitch font size). Brevity and structured format (such as bulleted items) are encouraged whenever applicable to aid in processing. Responses to this RFI do not need to address all aspects of this RFI. Responses can address specific sections or a portion of the RFI. Responses are due by 2:00PM Eastern Time, Monday, August 7, 2017. All information provided will be processed and analyzed confidentially. Respondents will not be notified of the results of this RFI.
