- THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for an the possible solicitation of a requirements to provide Industrial Hygienist (CIH) services at the St. Cloud VA Medical Center. The anticipated NAICS Code for this requirement is 541620. This sources sought is to find eligible small business firms that may be interested in participating in the solicitation process. The final determination of acquisition strategy for this acquisition lies solely with the government. This market research is for the potential award of a Service contract with a base one year period and (1), one year option. Responding firms must be capable of responding to and providing the services of an Industrial Hygienist (IH) to monitor asbestos abatement at VA Medical Center, 4801 Veterans Drive, St. Cloud, MN and must meet all Minnesota licensing/certification requirements to be eligible for award. The asbestos abatement oversight will take place in Building 29 first floor on the VHASTC campus. Overview of service includes: (1) A licensed asbestos abatement contractor will be removing asbestos containing tile and mastic. Due to potential interruption of VA employees, work may have to be completed over multiple weekends, beginning at 4:30pm Friday and completed by Sunday. If work is to be conducted on weekdays, the workday is between 8:00am and 4:30pm. Tentative abatement schedule in which IH oversight is required is as follows (actual dates subject to change): Base Period (October 1, 2017 through September 30, 2018 Abate Flooring - 1 day (Thu 10/5/17) Abatement - 2 days (Fri 12/8/17 and Mon 12/11/17) Abatement - 4 days (Tue 2/13/18 through Fri 2/16/18) Abatement - 5 days (Fri 5/4/18 through Thu 5/10/18) Abatement - 5 days (Fri 7/27/18 through Thu 8/2/18) Option Period (October 1, 2018 through September 30, 2019 Abate Hallway - 2 days (Tue 12/18/18 and Wed 12/19/18) (2) The IH shall perform continuous air monitoring, inspection and testing outside and inside regulated areas, provide onsite analysis of air samples, ensure that asbestos contractor workers are clean shaven, and conduct pre-abatement and post-abatement inspection with the VA IH. (3) IH shall be licensed by the State of Minnesota to conduct air monitoring for asbestos abatement projects. (4) Vendor to obtain certificate of worker s acknowledgement and affidavit of medical surveillance, respiratory protection and training/accreditation for each worker that is on site to do the job. (5) Conduct clearance monitoring. (6) Provide VA with a final report which includes all applicable from the following: air monitoring methodology, certificate of visual inspection, clearance air sampling sign-in sheet, certificate of air clearance, sample location drawings, certificate of completion, laboratory analysis results, contractor s license, contractor s insurance certificate, contractor s state notification and amendments, contractor s asbestos-related work project permit, contractor s asbestos project plan, contractor s daily sign in sheets, contractors daily log, contractor s enclosure sign-in sheet, worker s certificates/licenses/medical clearance, OSHA personal air sampling record, landfill manifest, on-site monitor qualifications, air monitoring notification, and PLM bulk laboratory reports. Please note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue advertisements for the above services.
