Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Amendment 00001 is for the purpose of incorporating the Questions & Answers. Q. Is there an existing vendor/contractor that has provided similar services in the past for the above-referenced solicitation number? A. Field Consulting Group, Inc., the previous contract number is P12PC76939. Q Uncertain about this paragraph please provide more detail. Specific experience in designing and implementing competitive promotional processes that meet the rule and regulations of the federal environment is also required. A The supplier must demonstrate extensive experience in the successful design and implementation of competitive promotional processes that meet the needs of police agencies. Specific experience in designing and implementing competitive promotional processes that meet the rule and regulations of the federal environment is also required. Q Is it expected that there will be supervisory training each October and November for the life of the contract? A YES - alternating between training for Captains and training for Sergeants and Lieutenants Q Is it expected that during years when supervisory training is required for sergeant and lieutenant, there will be 2 weeks of training each in the months of October and November? A At a minimum. Training will also be required to be provided in all three geographical areas - NY, San Francisco, and DC Q Can you provide any more detail about the USPP classroom/facilities that you indicate will be used for training? A Typical classroom setting appropriate for the type of training to be held. Q Is it anticipated that supervisory training will be conducted for 1 full and continuous week (40 hours) for each session so that trainers will be able to start on Monday and end on Friday? A That is anticipated. Q Are there any legal issues associated with past promotional tests or any court appointed oversight in place? A Not applicable to this solicitation. Q. Approximately how many candidates do you anticipate testing for each rank in each applicable year in each of the three geographic worksites? (Volume from past tests would be helpful.) A Varies - approximately 150 or less for sergeants and lieutenants (combined) who are tested simultaneously in each of the three geographical areas; 30 for captains (all assessments done in DC). Q In the statement of work, reference is made to an anticipated timeline of March through October 2017 for the Base Year for the Sergeant and Lieutenant Promotion Processes. Can you update the anticipated timeline? A Now will be August through December 2017. Q In the statement of work, can you clarify the meaning of the following requirement "Develop and provide KSA writing training for candidates at each of the major geological worksites?" Is this referring to provision of written examination study and test-taking strategies to candidates, just as the next requirement addresses Assessment Center Methodology Orientation training for candidates? Or is this referencing item writer training? A This references KSA writing strategies. Q Can you clarify the requirements and logistics associated with the Assessment Center exercises? Candidates are to be videotaped while participating in the exercises; do you require that they be evaluated based on a videotape of their performance or are you open to evaluation based on live performances? A No, they will be evaluated based on a videotape of their performance. Q Can a small business entity submitting a proposal subcontract a portion of the contract to another business entity? A No. Q Do you anticipate awarding one contract for the promotion examinations AND the supervisory training, or do you anticipate awarding separate contracts for each purpose? A One contract.
