- Specification G-SEC-393A High Intensity Retroreflective Film 6CT Drawing 6NT Drawing 6CR Drawing 6NR Drawing 4CR Drawing 4NR Drawing Specification 455 Revision E List of Coast Guard Aids-To-Navigation field units in Western Rivers System This is a Pre-solicitation Notice for contractor(s) to provide all necessary materials, labor, equipment, facilities and supervision to fabricate and deliver foam filled steel river buoys to multiple Coast Guard Aids-To-Navigation field units in the Western Rivers region. Please review the attachments for the specifications of the buoys and the delivery destinations. The solicitation will be issued utilizing procedures in FAR Part 15, Contracting by Negotiations, and will be Total Set-Aside for Small Business in accordance with FAR Subpart 19.5. The NAICS Code is 332313 and the small business size standard is 750 employees. The contract type will be a single award Fixed Price Requirements contract with an Economic Price Adjustment for steel and diesel fuel commodities. The solicitation is scheduled to be posted on or about August 1, 2017 with a planned closing date of 01 September 2017. The anticipated start date will be 01 December 2017 with option periods to extend the contract to 30 November 2022. The U. S. Coast Guard will require first article testing and approval for any manufacturers that do not have relevant experience with the manufacture and production runs of these buoys. First article testing and delivery terms will be outlined in the solicitation package and the resulting contract.
