- Description
- This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the subsurface investigation as described in this Performance Work Statement (PWS), except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. 5.1 A Work Plan shall be submitted no later than 15 days after contract award and shall be approved by the COR & POC prior to the start of drilling. The work plan shall at a minimum include the following: 1.Sample Field Data Sheets 2.Sample Lab Data Sheets 3.ASTM D 5255 Certificates for Personnel Performing Laboratory Work 4.Proof of USACE validation http://www.erdc.usace.army.mil/Portals/55/docs/CEERD-GV/CEERD-GM-C/150528_CEERD-GM-C_ValidatedLabs.pdf 5.Schedule of activities 6.Proposed equipment, drilling and sampling procedures, backfilling procedures, etc. 5.2 Subsurface Investigation Requirements 5.2.1 General Requirements All work, shall be completed within 90 calendar days after contract award. All core-holes should be located at the project site prior to the start of subsurface investigation operations. All drillers shall be licensed in the state of New Mexico. All work under this PWS shall be performed in an environmentally acceptable manner conforming to existing Federal, State, and Local regulations. 5.2.2 Utilities Contractor shall positively identify known utilities in the project area. The contractor shall obtain and maintain an active New Mexico 811 ticket for the duration of the subsurface investigation per the New Mexico Excavation Law. 5.2.3 Subsurface Investigation Sampling Subsurface investigation sampling described in this PWS will consist of pavement coring, and geophysical soil subgrade strength testing. Pavement cores shall be stagger-sampled between bounds within the "driving-lane", and extend beyond the base layer of the existing pavement structure to the top of subgrade using a core drill. The core drill should be equipped with a steel, 6-inch Outside Diameter (O.D.) asphalt core bit and have the ability to penetrate up to 24-inches into the existing pavement. The contractor will be responsible for collecting and labeling pavement core samples for logging by USACE personnel and assisting USACE personnel identify aggregate base thickness at each core location. 5.2.4 Geophysical Testing: 5.2.4.1 Testing Procedure Geophysical investigation methods are used for stratigraphic profiling and delineation of subsurface geometries by employing mechanical waves to determine deflection response and elastic properties of subsurface soils. Some geophysical investigation methods do not alter the soil condition and are performed at the surface level; therefore, they are considered as non-destructive and non-invasive tests. Falling Weight Deflectometer (FWD) testing is such a test. For rehabilitation and reconstruction projects, this method provides a direct evaluation of the stiffness of the existing pavement layers under simulated traffic loading. The contractor will be responsible for providing FWD testing on the specified roadway sections in accordance with "Appendix D" of the New Mexico Department of Transportation's Pavement Type Selection and Design Guide. Test point spacing for FWD testing shall be determined based on Table 4 below in accordance with the Long-Term Pavement Performance Program Manual for Falling Weight Deflectometer Measurements. However, at a minimum, at least thirty (30) test points should be collected per direction. Thirty (30) test points in one direction provide the minimal amount of information about the roadway section in that direction to identify weak/strong areas and adequately characterize the structural capacity of the pavement. 5.2.4.1 FWD Analysis The contractor will be responsible for providing analysis of the collected FWD data on the specified roadway sections. Quality Assurance shall be completed on the collected FWD data to ensure the data is of good quality. Test points with non-decreasing deflections and "out-of-range" errors should be considered as outliers and eliminated from the analysis but noted in the final data report. The analysis should be able to provide Flexible Pavement Rehabilitation design parameters for strength and elastic properties of subsurface soils i.e. Resilient Modulus (Mr) and Effective Modulus (Ep). A final data report should be compiled to include at a minimum a table of the raw test results; pavement temperature at each test point; relative milepost location of each test point; Resilient Modulus (Mr) and Effective Modulus (Ep) plots; a table with the average Mr and Ep values to use for design; and all assumed analysis parameters. The FWD analysis may be conducted and data report prepared by a qualified Engineering Technician then reviewed by a licensed Professional Engineer in the State of New Mexico. For additional reporting information see section "5.2.6 Reporting". 5.2.5 Backfilling: Pavement Core holes shall be restored full-depth with cold-patch asphalt mix. Although no groundwater is expected, if groundwater is encountered then backfill with tremie placed cement grout that complies with ASTM D 5299 and state of NM regulation 19.27.4 NMAC. Any remaining cementitious mixture shall be containerized and disposed of off-site. 5.2.6 Reporting The contractor shall report all subsurface investigation data in accordance with their respective ASTM standards listed below. Contractor is to ensure that all existing labels on the samples shall be used in kind on the report. For example, SR-4 Core-hole #2 should be labeled as "NM4-C-02." FWD test results, should be labeled with the date of test; route name; and location and direction of lane tested (i.e. "Driving NBL", "Driving SBL", "Passing EBL", etc.). All delivery media for computer data shall be certified by the Contractor to be free of known computer viruses. The name(s) and release date(s) of the virus scanning software used to analyze the delivery media shall be furnished to the Government at the time of delivery. The release or revision date of the viruses scanning software shall be the current version which has detected the latest known viruses at the time of delivery of the media. If analysis of the delivery media by the Government finds evidence of virus infection, the media will be returned to the Contractor. The Contractor shall resubmit the media at no cost to the Government. 5.3 General The contract price for each item shall constitute full compensation for furnishing all plant, labor, materials, incidentals, and performing all operations necessary to complete the items in accordance with the specifications. Payment for each item shall not be considered as full compensation, notwithstanding that minor features may not be specifically mentioned herein. Materials and work paid for under one item will not be paid for under any other item. The Contractor shall not be compensated for loss of time or equipment due to breakdown of equipment, lack of proper equipment as determined by the Government Representative, labor shortages or disputes, delay in obtaining materials, or for any other reason not directly the fault of the Government. Items for which no separate payment is provided shall be considered as incidental to the performance of the work for which it is mentioned. The contractor shall only bill for actual work performed and payment shall be modified by using actual quantities of work performed with associated costs broken down for each item in the separately attached Cost Schedule.
